Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Description

    MDC’s Workforce Development Program Manager oversees day-to-day operations of programs and staffing under Financial Aid Access and Support (FAAS), Digital Equity and services related to financial aid, employment and outreach initiatives to ensure compliance with the objectives and targets of funders. 

    • Manage and monitor day-to-day operations of programs and staff for overall optimal performance; 

    • Strategize, implement and maintain program initiatives that adhere to organizational objectives; 

    • Develop program assessment protocols for evaluation and improvement; 

    • Maintain organizational standards of satisfaction, quality, and performance; 

    • Oversee multiple projects, ensuring program goals are reached; 

    • Ensure compliance with budget and contracts from funding sources; 

    • Work closely with Director to develop the scope, deliverables, required resources, work plan, budget and timing for new initiatives and objectives, as required; 

    • Manage travel and logistics for staff and participants for programming needs, as required; 

    • Accountable for a secured standardized filing, reporting, retrieval and protection system for records, reports, and other information, as required; 

    • Lead onboarding for new employees and conduct training with staff on database, Outlook Calendar, Microsoft Office 365, and program software, as required; 

    • Manages database and conduct data audits to ensure completion and accuracy, as required; 

    • Responsible for monthly reports to include credit card transactions and receipts from staff for each program, as required; 

    • Responsible for APR - Annual Performance Reports for review and submission to funding sources annually, as required;  

    • Develops automatic tracking system(s) to produce reports within reporting time frames and frequencies as required for programmatic and evaluation purposes; 

    • Develops network of employers, businesses, financial institutions and community partners for the purpose of coordinating participants’ direct access to further education and employment opportunities;   

    • Compiles and prepares statistical reports for MDC and funding sources, as required; 

    • Develop and maintain programmatic surveys in Teams for evaluation and reporting purposes;                            

    • Facilitate weekly program meetings and develop agendas; 

    • Develop and manage workshops and schedules; 

    • Manage program newsletter, communication and outreach strategies; 

    • Ensures maintenance and operation of office and mobile equipment include placing work orders for service and repairs when needed; 

    • Manages program supplies and equipment requests from staff, researches pricing, reviews and determines best options; 

    • Responsible for program vehicles and maintenance, as required; 

    • May assist with research and writing local, state, and federal grants to supplement the programs and/or expand services to meet the needs of the community; 

    • Other duties as assigned. 

     

    Compensation: $65K - 70K

    Qualifications


    • Bachelor’s degree in Business, Education, Human Services or related field. Master’s Degree preferred;

    • Two years of supervisory and administration experience;

    • Knowledge of performance management and demonstrated expertise in team development;

    • Experience in program design and implementation;

    • Experience in developing and maintaining program budgets;

    • Must be willing to travel for conferences, professional development and meetings;

    • Experience in program coordination, understanding legislation and regulations to conduct the program with automatic data collection in analyzing, summarizing statistical and narrative reporting;

    • At least one year experience with data processing for state and/or federal government institutions’ annual performance reports;

    • Must have reliable personal transportation with a valid Washington State Driver’s License.
