Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. The Community Development Director will be passionate about planning for the future of Palm Coast and fostering development that helps meet the cities vision. This position articulates expectations, develops strategy, analyzes, and evaluates results to drive improvements to the City's development processes. They will lead and inspire a team of dedicated planners, building officials, code enforcement officials, and professional staff. Develops strategies to advance City Council key initiatives and priorities related to improving the perception of the City's business friendliness, while maintaining the City's high standards for the built environment. This position will also foster interdepartmental relationships and external partnerships to further some of these key initiatives. Requires a Bachelor's Degree in Public Administration, Business Administration, or related field; supplemented by more than eight (8) years professional experience in the field, to include four (4) years within a supervisory/management capacity; or demonstrate an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver's License.
