Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Position Summary: The Senior Program Manager, Economic Development works to conceive, identify, and secure funding for, and implement strategies to improve the economic self‐sufficiency of City Heights residents. They are responsible for day‐to‐day planning and operational management of activities and functions in the Economic Development program area, including: conceptualizing, developing, implementing and evaluating program delivery, procedures and standards; creating and monitoring program budgets; assisting his/her supervisor in determining program service levels and enhancements; interpreting and complying with all applicable regulations; identifying and developing funding opportunities; providing relevant advice and supervision to clerical, technical or professional staff, the public and other agencies. This position is responsible for direct supervision of the Economic Development team and budget. They report to and work closely with the Director of Economic Development & Business Improvement Operations.
