Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Senior Program Manager, Economic Development

  • Position Summary: The Senior Program Manager, Economic Development works to conceive, identify, and secure funding for, and implement strategies to improve the economic self‐sufficiency of City Heights residents. They are responsible for day‐to‐day planning and operational management of activities and functions in the Economic Development program area, including: conceptualizing, developing, implementing and evaluating program delivery, procedures and standards; creating and monitoring program budgets; assisting his/her supervisor in determining program service levels and enhancements; interpreting and complying with all applicable regulations; identifying and developing funding opportunities; providing relevant advice and supervision to clerical, technical or professional staff, the public and other agencies. This position is responsible for direct supervision of the Economic Development team and budget. They report to and work closely with the Director of Economic Development & Business Improvement Operations.


    Main Responsibilities


    • Identify and secure funding to support Economic Development initiatives centered around five primary programs: business compliance assistance, community placemaking, business corridor enhancement, business development training, and workforce development.
    • Conceive, plan, and oversee the implementation of Economic & Workforce Development
    • Develop creative approaches to enhance and expand each Economic Development program area.
    • Work with the Director to develop and implement strategies to integrate all program areas as economic development initiatives.
    • Supervise and support the Program Manager in delivery of all services, documenting outcomes, and writing and submitting reports.
    • Foster strong partnerships with various stakeholders, including partners, organizations, and officials, who share a focus on any of the Economic Development program areas. Track activities, maintain accurate records, create and manage program budgets, and ensure that all required reports are prepared accurately and submitted on time.
    • Lead Economic Development team meetings and participate in Senior Management
    • Collaborate with internal organizational teams to identify synergies and work together towards shared objectives.
    • Manage organization contracts with the City of San Diego overseeing business corridor enhancement program as it relates to the operations of Business Improvement Districts (BIDs) and Maintenance Assessment Districts (MADs).
    • Build and facilitate a strong and representative community stakeholder team that will have the buy‐in, influence and network necessary to implement creative placemaking projects.
    • Cast the vision for the importance of activating projects among potential partners, from all sectors: residents, businesses, micro‐enterprises, government, CBOs, BIDs, MADs, etc.
    • Liaison with the City to garner support and permits for
    • Conduct robust and empowering community engagement to understand the local appetite for projects and identify programming and design opportunities. Support the Director in facilitating the City Heights Economic Development Collaborative, develop workforce tools and materials for services, design of services and provide individualized job counseling services to local LMI residents who are job seekers from diverse and multicultural communities, and development of educational workshops/trainings.
    • Gather labor market information as it relates to workforce development, talent demand, and skills requirements, translating data into meaningful insights to inform the creation of workforce development strategies, while also developing and managing a database of employers and/or industry representatives, maintaining regular communication through appropriate channels.
    • Represent the organization in external meetings and act as a representative to a variety of public agencies, businesses, community groups and other nonprofit organizations; fosters collaborative working relationships with them to accomplish mutual goals and objectives.
    • Provide for the selection, training, and professional development of subordinate staff and makes recommendations on hiring, termination, promotion, and discipline as needed.
    • Perform complex administrative duties requiring oversight, attention to detail and analysis, including assisting the Director, Executive Director and Board in organizational development, strategic planning and financial

    Qualifications:

    • Commitment to the mission of the organization
    • Bachelor's Degree in relevant field or commiserate experience required
    • Minimum of two years’ management experience; preferably in the nonprofit field
    • Demonstrated supervisory skills with ability to lead a team and achieve results
    • Experience in budgeting, supervising programs, and program evaluation
    • Demonstrated success in grant writing
    • Experience managing economic development programs from conceptualization to measurable results
    • Demonstrated experience and creative interest in small business development, walkability, arts & culture, creative placemaking and multi‐sector collaborations
    • Excellent internal and external communication skills, including public speaking, presentation and business writing skills
    • Demonstrated relationship‐building skills; possesses solid judgment, critical thinking skills, and a sense of teamwork and community
    • High proficiency in all areas of Microsoft Office to include Outlook, Word, Excel and PowerPoint
    • Preferable ‐ Ability to speak and write in a second language other than English (Spanish, Somali, Swahili, Arabic, Vietnamese, or other language)

    Hours and Compensation  

    • 40 hours per week, exempt
    • Starting hourly wage: $75,000-$90,000 depending on experience.
