Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     ECDI is looking for a Loan Processor II for our Columbus headquarters.
     
    Reporting to the Manager of Loan Processing and Compliance, the Loan Processor II will have responsibility for providing quality processing of complex loan files, from point of application through closing and post-audit. They will work with Relationship Managers to gather needed documentation required for each loan program, accurately enter and monitor information in software systems, and ensure all requirements are in place before and after loan closings. Additionally, they will apply their knowledge of specific loan funds and programs, including Small Business Administration (SBA) microloans and Community Advantage loans, in their day-to-day work. They will also provide support with the training of other members of the Loan Processor team, and will work with Treasury in terms of loan allocations and disbursements.
     
    This position is a hybrid role with required time spent in-office, according to manager direction and business need.
     
    The starting annual salary range for this position is $55,000-$70,0000 annually. Candidates for this position must be located in the Central Ohio Area.
     
    Responsibilities:
     
    During the Loan Process:
    • Originate, build, check, and process compliant loan files and associated loan documentation.
    • Coordinate loan closing requirements and documentation by communicating with internal staff, third party vendors, and other service providers in a professional manner.
    • Monitor flow of loan applications through the lending department systems.
    • Research and review credit and title reports for credit worthiness of loan applications.
    • Coordinate with Relationship Managers to gather all information and documentation per loan program requirements within provided timelines.
    • Accurately enter and maintain application information in internal filing systems for loan documentation.
    • Submit completed files for Underwriting in a timely manner.
    • Coordinate the internal scheduling of closings with the Relationship Managers.
    • Ensure loan approval documents and other requirements for closings are collected prior to scheduling closings per SBA requirements.
     
    After the Loan Process:
    • Enter closed loans into ECDI’s electronic systems.
    • Ensure proper documentation is in place after closing.
    • Collaborate with Treasury to timely disburse and allocate funds.
     
    Other Responsibilities:
    • Assist with the training of team members to maximize their potential.
    • Maintain a thorough working knowledge of and adhere to all ECDI policies and procedures.
    • Participate in meetings and provide feedback for improvement for the department.
    • Perform other related activities, as required, to assure department and organizational success.
     
    Minimum Qualifications:
     
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements below are representative of the knowledge, skills, and/or abilities required.
     
    Knowledge, Skills, and Abilities:
    • Comprehensive knowledge of standard office practices, procedures, equipment, and techniques
    • Ability to read, interpret, and analyze credit reports. 
    • Computer Skills
      • Extensive experience with and knowledge of computer operation in Microsoft Windows; extensive experience with Microsoft Office Suite (Word, Excel, Outlook, etc.).
      • Proficient understanding of database or CRM systems required.
      • Experience with Down Home Loan system a plus.
     
    Education and Experience:
    • High school diploma required; Associate’s degree in Finance, Accounting, or Business preferred
    • Three to five (3-5) years or loan processing or loan closing experience in the financial industry required.
    • Three to five (3-5) years of customer service and/or administrative experience required.
    • Small Business Administration (SBA) lending program knowledge or experience is required, with Community Advantage or Microloan program experience particularly valued.
     
    Certifications and Licensures:
    • Notary license preferred.
     
    Other Requirements:
    • This position is a hybrid role with required time spent in-office, according to manager direction and business need.
    • Occasional after hours and travel required.
    • Must have access to transportation in order to travel to and from the office.
    • Typically, the employee must be able to remain in a stationary position 50% or more of the time. The person in this position will occasionally move about inside the office to access file cabinets, office machinery, etc., and operate a computer and other office productivity machinery such as a copy machine and computer printer. Positions self to move items up to 15 pounds, such as printer paper boxes across the office as needed.
    • Must avoid risks found in the typical office setting, which is adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
