Community Development Compliance Specialist ensures the organization's adherence with Community Reinvestment Act (CRA) banking laws. Reviews and analyzes lending activity data as well as other activities and policies of the organization to ensure compliance with CRA policies. Being a Community Development Compliance Specialist coordinates the preparation of required government, regulatory, and other compliance documents for all community development activities. Advises management and coordinates with legal staff on potential impact of actions. Additionally, Community Development Compliance Specialist develops and recommends guidelines and standards to assist with compliance. Has current and extensive knowledge of all CRA regulations and policies. Requires a bachelor's degree. Typically reports to a supervisor or manager. The Community Development Compliance Specialist gains exposure to some of the complex tasks within the job function. Occasionally directed in several aspects of the work.     Under the direction of the Chief Compliance Officer, the Compliance Specialist supports, promotes, and advances the agency Compliance Program and Annual Workplan. He/ she will perform duties in accordance with regulatory requirements, CHL’s policies and procedures, and the code of conduct. Collaborates with key internal stakeholder in support of timely compliance issue resolution, process improvement initiatives, and response to inquiries and questions.

    Responsibilities

    • Supports the Chief Compliance Officer in oversight and administration of compliance program.
    • Supports the Chief Compliance and Privacy Officer in collaborating with the Risk Management and the Privacy and Security Offices in administering the compliance program.
    • Responsible for supporting the development and administration of compliance program structure-building including but not limited to, systemwide compliance meetings and meeting materials, tracking action items and projects, creating, and distributing follow-up action lists, working with, and assessing strengths and weaknesses as identified by current software systems.
    • Provides oversight of the special projects in support of Compliance Department needs and goals.
    • Provides administrative support by implementing systems, procedures, and policies; completing projects in support of Compliance Department needs and goals.   Supports others in understanding and addressing legal obligations as needed.   Provides oversight of the desk manuals in support of the operation of an effective Compliance Program.
    • Provides oversight of planning, developing, and presenting area-specific compliance education in-service.
    • Performs analysis of program, updates and/or recommends changes as appropriate.   Responding in a timely manner to urgent tasks and issues including but not limited to, contract detail verification, communications with government, communications with health plans, etc.
    • Responsible for document management of compliance files.
    • Implement, coordinate, contribute and assist with other projects as assigned.
    • Plans, develops, and presents area-specific compliance education in-services.     
    • Reviews and tracks DMH, DPPC, DDS, and other state-level responses to complaints and investigations.
    • Conducts complex investigations that require a lens independent of the program and/ or department involved or are otherwise deemed high-risk to the agency.   Conducts interviews with staff, witnesses and other parties and documents all investigative activities.
    • Reviews all relevant documents, locates, and secures evidence, including video recording.  Writes investigation summary reports and recommends remediation plans, including any changes to existing policies or the writing of new policies, at the conclusion of any investigation.
    • Respects diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, tolerance, civility and acceptance toward all employees, patients, and visitors.

    Qualifications

    • A Bachelor’s degree with a major in psychology, sociology, human services, social work, public administration, or a related area of concentration.
    • Two years of experience in Compliance, Quality Management, or other related departments in a behavioral health, substance abuse treatment, community health center, outpatient, or inpatient setting. Must obtain Compliance Healthcare Certification within one year of employment or promotion.
    • Excellent writing and oral communications skills.
    • Working knowledge of Substance Abuse and Mental Health treatment principles is highly desired.
    • Must be computer literate and have MS Word, Excel, Outlook, and Internet skills.
    • High level of accuracy and attention to details.
    • Experience in meeting deadlines and adhering to strict standards.
