Performs difficult and varied work in one of the functional areas of the County's housing, community development, workforce development program; and performs other related duties as required.
There is one (1) immediate, full-time vacancy with the Office of Housing and Community Development - Grants Management Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
This position is exempt from civil service.Plans, organizes, implements, and supervises a variety of projects involving single phase, homogeneous units with multiple funding sources having a moderate to large sized budget.
- Establishes operating procedures for projects/programs to assure compliance with timetables and all applicable regulations.
- Recommends selection of professional services or service providers as required.
- Negotiates and assists architectural, engineering, financial, sales, and property management firms relating to a project phase.
- Coordinates the acquisition of property.
- Evaluates and recommends applications and proposals for specific programs.
- May supervise lower level specialists.
- Conducts surveys and studies to determine the need and feasibility of undertaking housing or community development projects.
- Evaluates the impact of housing developments.
- Serves as liaison between the parties involved, between OHCD and other governmental agencies or parties.
- Prepares materials and information relating to assigned activities/projects for presentation to the Hawai`i County Housing Agency, Hawai`i County Workforce Investment Board, or Hawai`i County Youth Council.
- Coordinates the promotion of the Fair Housing Program.
- Coordinates the youth component of the Workforce Development Program for the County of Hawai`i.
- Works with various County and private agencies to draft proposals, narratives, and state and federal loan and grant applications.
- Monitors sub-recipients, and other contracts to ensure compliance with requirements and regulations.
- Attends meetings and public hearings to confer with civic groups, neighborhood boards, and other interested parties to explain purposes and program benefits.
- Keeps abreast of new and amended county, state, and federal regulations and statutes related to housing or community development programs.
- Prepares necessary reports.
- May assist higher level specialists in various phases of a complex project.
- Performs other duties as required.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with major work (baccalaureate degree) in public or business administration, economics, psychology, social work, or a related field (scan and attach a copy of your official college transcript to your application), and
- three (3) years of professional work experience in housing, community development, program management, or workforce development activities, of which
- two (2) years shall have included work experience related to project management,
- included or supplemented by one (1) year of supervisory experience or supervisory aptitude*, and
- possession of a valid State of Hawai`i driver's license (Class 3) or any other comparable valid driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
*Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects, by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exists; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
