    JOB PURPOSE:

    The College President, under the direction of the Chancellor, leads the college in providing an exceptional learning environment that improves the quality of life and well-being of its community members and fosters high levels of access and success for all students.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    With an over-arching focus on promoting student access, diversity, and success, the President fulfills the following duties:

    Institutional Leadership - Exercises strong, dynamic leadership to advance the college's mission and values.

    District Leadership - Serves as a member of the Chancellor's Cabinet providing leadership for the District's overall mission and strategic direction.

    College Relationships - Works with all segments of the college community to ensure effective and respectful relations.

    Multi-College District Relationships - Facilitates communication and understanding between the college community and the Chancellor, Grossmont College/Cuyamaca College, District Services, and Governing Board.

    Community Relationships - Fosters strong partnerships with area schools, universities, employers, community organizations, city, and government entities.

    Shared Governance - Promotes a positive climate for and practice of collegial participatory governance.

    Budget - Provides oversight for the development and management of the college budget to ensure fiscal integrity and strategic alignment with goals and priorities.

    Learning - Ensures that the college meets the educational and training needs of the community and promotes learning for all students.

    Accreditation - Leads the college in maintaining continuous compliance with accreditation standards.

    Fundraising - Helps lead District advancement efforts and creatively seeks public and private funding resources to support the college's goals.

    Long-Range Planning - Works with all segments of the college, District and community to create a bold, strategic framework for the college's future.

    Organizational Leadership - Organizes and focuses college resources to maximize student and organizational success; motivates employee engagement and accountability; promotes leadership at all levels.

    EXAMPLE OF DUTIES:
    • Advise the Chancellor on college issues, programs, and services; recommend policy and implementing procedures for Governing Board-adopted policies and/or procedures.
    • Implement and administer Governing Board policies in accordance with procedures and guidelines distributed by the Chancellor.
    • Plan, develop, organize, and administer instructional offerings, curriculum, co-curricular activities; student services, including counseling, financial aid, student governance, student activities, and job placement.
    • Direct and implement rules for student safety, health, discipline, and conduct.
    • Participate at districtwide, local, and State levels of community college planning and articulation of instruction; represent the college at social, professional, and political events which have a direct influence on the course of the college's development.
    • Plan, develop, and direct the maintenance of a continuous community relations program in accordance with established policies; develop and maintain a communication network with all college personnel regarding all aspects of operations.
    • Maintain the college as an internal part of the community by developing, implementing, and promoting needed programs and services; plan, develop, and direct community service programs.
    • Supervise, coordinate, and evaluate general activities of college managers, deans, or other administrative personnel; assign, supervise, and evaluate personnel allocated to the college; evaluate staff performance and review evaluations; analyze staff utilization needs.
    • Promote and encourage in-service training and professional improvement for staff, both certificated and classified, to achieve maximum effectiveness.
    • Establish and maintain employee performance records and make recommendations to the Chancellor regarding employment retention, advancement, and dismissal of staff.
    • Review and recommend legislation to benefit the District and the college.
    • Plan, direct, analyze, and review campus facilities; recommend additions, remodeling, repairs, and allocation of portable buildings and provide for upgrading of equipment; plan and direct, within policy, the maintenance of existing facilities and development of new plant, buildings, and grounds.
    • Direct the establishment of safety procedures and practices in use of plant and equipment to protect staff, students, and the public.
    • Direct development and submission of the college budget for Governing Board approval and direct operations within provisions of approved budget; review procedures and audit trails relative to college budget development and administration.
    • Provide administrative direction to the implementation of procedures for appropriate record retention.
    • Implement Equal Opportunity Program for students and employees.
    • Performs other duties assigned by the Chancellor.

    Develop Effective External Partnerships: Ability to forge and sustain partnerships to access resources, reach underserved populations, and respond to business and community needs; help the college achieve student success; and improve college access, workforce preparation, transfer, and employment.

    KNOWLEDGE AND ABILITIES:

    KNOWLEDGE OF:
    • Budget preparation and control.
    • District operations, organization, policies, and objectives. Goals of the District's educational master plan.
    • Governance systems for California community college districts. Information technology and other emerging technologies.
    • Public sector funding opportunities as such relate to educational opportunities and programs. Legislative issues and media perception.
    • Local, State, and federal laws governing programs/services of community college districts. Operation and use of computers and basic software applications.
    • Principles of management, leadership, supervision, and public administration. Student enrollment trends and demographic trends of the community.
    • Trends in academic, vocational, adult, continuing, and higher education and the educational needs of a multi-cultural community.

    ABILITY TO:
    • Assure conformance of community college operations to applicable federal, State, county, and local laws and regulations.
    • Commit to shared governance, collaboration, and District goals and missions. Communicate effectively both orally and in writing.

    • Research, analyze, develop, and interpret policies and procedures impacting assigned areas of responsibility.

    • Work with students and staff with diverse academic, socioeconomic, cultural, linguistic, and ethnic backgrounds, and disabilities.

    EDUCATION AND EXPERIENCE:

    Any combination of training or experience equivalent to:
    • five (5) or more years of recent achievement in administration and/or management, preferably at a community college in a decision-making, supervisory, and policy recommending role in finance, educational planning, and personnel management, including three (3) years upper level administrative experience in a community college/higher education environment.
    • significant prior responsibility for budget and organizational planning.
    • demonstrated understanding of all facets of a comprehensive community college: instruction, student services, administrative services, and community engagement.



    The following are also required for this academic/educational administrator assignment:
    • Master's degree (doctorate preferred) from a regionally accredited institution, AND
    • One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's assignment, AND
    • Demonstrated cultural competency, sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students and staff.

    Experience in teaching in a public community college desirable.
