Collateral Manager leads a team of appraisers conducting assessments, valuations, and appraisal reviews of real estate, land, and other personal property to establish the market value generally used for lending, insurance, or other purposes. Establishes processes for conducting on-site inspections of property and data collection required to perform valuations. Being an Collateral Manager follows generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Ensures appraisal documentation and appraiser certification comply with all regulations. Additionally, Collateral Manager performs appraisal quality reviews to ensure appropriate valuation and minimize risk. Creates process efficiencies with appraisal software tools and databases. May require a bachelor's degree. Has the Member of the Appraisal Institute (SRPA) or similar designation. Requires a State Appraiser License. Typically reports to a director. The Collateral Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Collateral Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. Collateral Specialist II

  • The Collateral Specialist II performs all activities associated with the processing of collateral for paid loans.


    Position Responsibilities:

    • This position is responsible for performing various duties associated with maintaining and releasing loan documentation and collateral in accordance with department procedures and state and federal regulations.
    • Prepare discharges on paid loans within regulatory guidelines. This position has a specific focus on the preparation of Commercial loan discharges where the Collateral is attached to real estate. Focus rests primarily on the commercial real estate discharges due to the complexity of the loan documentation, cross-collateralization of assets, and account relationships involved.
    • Review BI paid loan report to determine which Commercial loans are tied to real estate. Communicate with the Lender to receive approval to release collateral. Release liens within required timeframes to ensure regulatory compliance.
    • Prepare partial releases.
    • Identify/implement opportunities for improved customer service, streamlined processes, reduced operating costs and risk mitigation.
    • Research and resolve issues in support of lending units and customers within scope of authority and expertise.
    • Assist Supervisor to research and resolve complex service issues
    • Assist Supervisor of on periodic system testing including but not limited to developing test scripts, evaluating and documenting testing results
    • Assist in developing and updating procedures and training materials including disseminating and providing expertise on materials to coworkers.
    • Shows a willingness to accept added duties and responsibilities as required from time to time by management.
    • Ensure compliance with state and federal regulations, Bank policy and department procedures
    • Document and maintain procedures for applicable functions.
    • Perform additional duties as required. May involve working overtime, including Saturdays
    • All Rockland Trust employees in the Collateral Department are required to be or to become Notary Publics.

    Additional knowledge required:

    • Strong knowledge of Commercial loan documents
    • Proficiency with the Commercial discharge process
    • Ability to communicate effectively with external attorneys on complex Commercial discharge requests

    Required Skills

    • High School diploma, College degree preferred. In lieu of a degree, prior work experience with loan legal documentation and title rundowns will be considered.
    • Para-legal experience preferred.
    • Proficiency in Registry of Deeds searches on Massachusetts Land Records sites.
    • Familiarity with Registry of Motor Vehicle forms and vehicle titles. Ability to navigate the Registry of Motor Vehicles web site and electronic lien titling systems.
    • Expertise with Consumer, Mortgage, Home Equity, and Commercial loan documents.
    • Strong attention to detail.
    • Strong computer skills, experience with MS Office and SharePoint preferred.
    • Ability to work independently in a multi-tasking environment while meeting critical deadlines.
    • Strong interpersonal communication skills with a focus on providing excellent internal and external customer service.
