Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.   • This position is responsible for the collection, organization and analysis of sales data and for applying values to real and personal property that reflect current market indicators.
     
    Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.P1 - DOEHigh School diploma or equivalent. Associate's degree in a course of study directly related to the occupational field.  Any combination of post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the Associate degree on a year-for-year basis.

    Seven (7) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.  Such experience includes appraisal, real estate, construction trades or construction management.

    Possession of Alaska Certified Assessor/Appraiser Level 2 designation or equivalent as recognized by the Alaska Association of Assessing Officers.

    Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

    Must successfully pass a pre-employment drug screen and post-offer employment physical.

    Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.
    • Collects market data and performs analysis for residential, commercial, industrial, and personal property to determine and establish assessed value.
    • Locates, measures, photographs, and inventories residential, commercial, industrial and personal property; interviews property owners to verify interior components and property conditions.
    • Performs statistical analysis of ratio studies through statistical testing utilizing the coefficient of dispersion; absolute deviation; mean, median, weighted mean, coefficient of variation and price related deferential.
    • Communicates with the general public by phone, email, and in person to answer questions, explain the assessment process, and resolve issues and conflicts.
    • Confirms and presents written and oral defenses of assessed values at quasi-judicial hearings before a panel of board members.
    • Reviews, analyzes and interprets fee appraisals, brokers' opinions of values, and other appraisal documents presented in support of assessed values.
    • Responds and assists the Emergency Operation Center in assessing property affected by disasters.
    • Provides training and guidance for assigned personnel and reviews their work for accuracy and quality control.
    • Performs related duties.
