Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     BASIC FUNCTION:

    Under supervision, the Appraiser I performs real property inspections, data collection, obtains construction costs, and estimates observed quality, condition, and components for a variety of real properties within the Borough boundaries. This is an entry-level position in the field of real property appraising with emphasis on the inventory and classification of real property improvements and land features through field inspections.

    TYPICAL DUTIES:

    1. Assist in performing on-site inspection of real property to determine building specifications, dimensions, grades, and quality of workmanship and materials.

    2. Assist in the process to predicate fair market value of property.

    3. Collect and review sales information to compare with proposed assessed value.

    4. Assist in preparing data and information for hearings before the Board of Equalization.

    5. Perform frequent updates to the property files, data collection and tabulation with new information.

    6. Perform other related work as assigned in connection with compiling market data for property valuation and tax roll preparation.

    MINIMUM QUALIFICATIONS:

    1. High school diploma or equivalent. Two (2) years of experience as a real estate agent, property manager or related work experience which would provide knowledge of the quality of construction and relative costs. Successful college course work in the field of business, accounting, or engineering may be substituted for the experience requirement on a year for year basis.

    2. Demonstrated ability to operate a personal computer using a variety of computer programs (MS Excel required, Database and GIS experience preferred); type at a proficient level. Ability to operate a variety of office machines (copier, scanner, multi-function phone, printers, etc.).

    3. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

    KNOWLEDGE, SKILLS, AND ABILITIES

    1. Prefer basic knowledge of principles, techniques, and nomenclature of real property valuation and appraisal.

    2. Ability to read, comprehend, and utilize appraisal manuals, legal descriptions, maps, zoning regulations, building plans, and specifications.

    3. Ability to perform geometric mathematical computations and use a calculator.

    4. Ability to meet the public and represent the Borough in a professional manner and express oneself effectively both orally and in writing. Ability to work with others.

    OTHER

    1. A PROFICIENCY TEST MAY BE ADMINISTERED.

    2. This position requires a criminal background check.

    JOB RESPONSIBILITY:

    Does not supervise; experiences minor problems daily and occasional major one, that must be resolved on own initiative with little immediate supervision; consequences of error, carelessness, or mistaken judgment require significant effort to recover.

    WORK ENVIRONMENT:

    General office where conditions are pleasant; while in the field (up to 50% of the time) there is major accident/hazard probability with somewhat disagreeable

    conditions; requires short periods of moderate lifting, pushing, or pulling (26-50 lbs.).

    PHYSICAL DEMANDS:

    While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and to use hands and fingers dexterously to operate office equipment, cameras, laptops, and measuring tapes. Ability to occasionally transport up to 50 pounds; reach with hands and arms, and stand and walk (at times for significant distances on uneven or icy ground) since field appraisers work periodically outside during inclement weather and around construction and remote sites.
