Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.   • POSITION SUMMARY

    Under general supervision, of the section supervisor or designee, perform commercial and residential assessments and appraisals of land, real-property, mobile home properties and business personal property utilizing accepted property appraisal methods and computer-assisted mass appraisal (CAMA) format which requires detailed research, effective decision-making, accurate and timely execution of assigned appraisals.  

    DUTIES AND RESPONSIBILITIES SUMMARY

    1. Conduct commercial and residential assessments and appraisals of land, real-property, mobile home and business personal property utilizing accepted property appraisal methods and CAMA format. Compare buildings and sales of similar properties to develop market valuation for appraisals.  
    2. Perform data collection which includes but is not limited to:  measure and draw basic property dimensions and collect descriptive and analytical information with respect to area of responsibility.
    3. Determine land values and utilize digitized land-based maps for equalization maintenance and projections.
    4. May assist with training of less experienced appraisal personnel.
    5. Monitor processing of appraisal data through computer entry and audit procedures.
    6. Respond appropriately and effectively to questions or concerns raised by property owners and taxpayers.
    7. Research and prepare documentation for County Valuation board hearings and/or court hearings.
    8. Perform other duties as assigned which includes providing coverage in other areas during peak business periods.

    1. Requires a Bachelor’s Degree in Business Administration, Business Management, Public Administration, or related field, and one (1) year of work experience in an appraiser environment, and the successful completion of one (1) IAAO Course within the first year of service. 
    2. Or, any equivalent combination education/and or experience.  One (1) IAAO Course may substitute for one-year work experience.  
    3. Or, a High School Diploma or GED, and a current license from NM Real Estate Commission as an Associate Broker or Qualifying Broker or NM Real Estate Appraisers Board licensure as an Apprentice, State Licensed Appraiser, Residential Certification, or General Certification, one (1) year experience in property appraisal, real estate sales, or related experience, and completion of one (1) IAAO course within the first year of service.  
    4. Must have a valid New Mexico driver’s license by employment date and retain a valid NM driver’s license while employed in this position.

    ADDITIONAL REQUIREMENTS

    The offer of this Bernalillo County position requires compliance with the following:

    1. Employee must successfully complete the post-offer employment medical examination and background investigation. 
    2. Employee must comply with the safety guidelines of the County.
    3. Employee must complete required FEMA training(s) as assigned to position.

    WORKING CONDITIONS

    1. Essential duties are performed both indoors and outdoors.
    2. Indoor duties are performed in a temperature-controlled environment.  Worker is exposed to natural weather conditions while performing outdoor duties.
    3. Worker may be exposed to various dusts and mists while performing appraisal duties.
    4. Indoor duties are typically performed on even and dry surfaces that may be carpeted or tiled with occasional use of stairs.  Outdoor duties may be performed on even or uneven surfaces that may be dry or wet.  Outdoor duties may be performed on inclines or hills and on surfaces such as natural ground, concrete or asphalt.
    5. Duties are performed alone or as part of a select team of individuals.
    6. Potential work hazards include frequent driving of vehicle and occasional climbing and descending staircases, ladders and fences.  Exposure to wild and domestic animals may be a hazard.


    EQUIPMENT, TOOLS AND MATERIALS

    1. Equipment typically used in the performance of office duties include calculator, computer terminal and keyboard, telephone, photocopy machine and telefax machine.
    2. Vehicle is used on a frequent basis in traveling from property to property.
    3. Equipment, tools or materials used at appraisal sites include various measuring devices, clipboard, writing instruments, blueprints and architectural scales for sketching of property.
    4. Materials typically used in performance of office duties include various documents, writing utensils and an assortment of office supplies and equipment.
    5. Safe and proper operation of County vehicle.
