  • Summary

    The Site Safety & Health Officer (SSHO) develops, coordinates, and supervises the implementation and maintenance of a project occupational health and safety program designed to prevent injury, occupational illness, and property damage. The SSHO works with the onsite Project Manager, subcontractors, and other third-party entities to develop preventative maintenance means and methods that meet all the minimum OSHA and other applicable regulatory minimum standards for safety and health.


    In addition, this position will require serving as the Site Quality Control Manager. The individual will provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing O&M projects to ensure that the work is being conducted by the established minimum standards and scope of work. The QC Manager’s role is to provide overall Quality Control (QC) management and have the authority to act in all QC matters. The QC Manager must support the Corporate QC Program Manager, Project Manager, and others focused on the broader aspects of the project by providing focused effort on the quality of the physical work.


    Essential Duties and Responsibilities as the Site Safety & Health Officer

    • Drafts project-specific manuals, including preparation and distribution of updates.
    • Determines applicability of administrative and regulatory requirements and other health and safety laws and implements applicable regulations and standards. Maintain current knowledge of legislation, regulations, and practices applicable to the United States and the U.S. Army Corps of Engineers.
    • Establishes and implements safety training objectives. Plans and schedules tasks related to health and safety. Conducts safety/health-related training. Maintains all records and data related to project employee and subcontractor training, medical examinations, licenses, and certifications. Conducts safety orientation and weekly safety meetings.
    • Represents the company in inspections and hearings conducted by clients, OSHA, and other regulatory agencies.
    • Conducts and supervises site inspections, job hazard analyses, and other evaluations to identify hazards and potential risks. Makes recommendations to managers, as required, and implements appropriate corrective actions. Conducts audits of corrective actions to ensure compliance with regulations and corrective action.
    • Reviews and approves subcontractor site-specific safety plans.
    • Conducts post-accident investigations and recommends changes in equipment and processes to correct unsafe conditions. Assesses accident statistics to determine requirements for new or modified training.
    • Assists with risk management and environmental health issues.
    • Prepares, recommends, and administers budgets for areas of responsibility.
    • Prepares complex analytical documents and correspondence.
    • Builds and maintains positive working relationships with co-workers, prime, subcontractors, and the public using principles of good customer service.
    • Promotes a culture that encourages, recognizes, and rewards safe conduct.
    • Conducts presentations on assigned topics, as needed.
    • Other duties as assigned.

    Essential Duties and Responsibilities as the Site Quality Control Manager

    • Working closely with the Project Manager and other project personnel to be a resource that readily understands the quality requirements for each definable work feature.
    • Effectively communicates the standards of care required for each definable feature of work to the various team members on the project using preparatory, initial, follow-up, and other less formal meetings.
    • Works with others on the project team, including construction, engineering, and architectural design personnel, to ensure all drawings and submittals conform with project specifications and change directives.
    • Chairs and documents weekly site QC meetings, including the field team and client, and provides written minutes, as described in project-specific contract documents.
    • Provides written daily QC reports documenting all work performed with inspections to ensure work is being performed in compliance with project specifications.
    • Must actively monitor and verify QC conformance and constructively confront non-conformance issues to produce the desired outcome in a timely manner.
    • Verifies that checklists are being used and signed off before placing concrete, steel, and other similar items of work.
    • Verifies and documents that all materials received for the project conform with the approved submittal, are handled and stored appropriately and are acceptable for use in the project.
    • Schedule, document the results of, and maintain a log of all required code and independent inspections.
    • Clearly document, correct, and re-inspect all non-conformances before acceptance of re-work items.
    • Conduct daily inspections and periodically document the inspection process via follow-up reports for specific, definable work features to verify that work is proceeding with the contract documents and the approved submittals.     • Document and distribute pre-punch lists, punch lists, and the completion of these actions on these lists.
    • Document final inspections, certificates of occupancy, and acceptance of the work and various phases thereof.
    • Stop work, if necessary, to resolve matters that affect safety, quality, and/or inhibit the logical progress of work.
    • Participate in regularly held meetings involving project staff and external stakeholders, such as Owners, Subcontractors, etc.

    Minimum Qualifications

    • Bachelor of Science degree in Engineering, Architecture, Science, or Construction Management
      • Experience may be substituted for education on a 1:1 basis
    • Five (5) years of relevant construction experience as a QC Manager
    • Five (5) years of experience as an SSHO with at least five (5) years of experience on construction industry projects, specifically with the Federal Government
      • Two (2) years of the five (5) years of experience may be substituted with CSP certification -or-
      • Two (2) years of the five (5) years of experience may be substituted with a degree in Safety & Health
    • Current USACE CQM Certificate
    • 40-Hour OSHA HAZWOPER training
    • 30-Hour OSHA training or equivalent
    • Knowledge of principles and practices of USACE EM 385-1-1 and industrial and occupational safety and health program administration
    • Knowledge of pertinent local, state, and federal laws, ordinances, rules, and regulations
    • Knowledge of principles and techniques of employee training
    • Knowledge of report preparation and statistical analysis

    Preferred Qualifications

    • CSP certification
    • Experience and knowledge of Alaska Native cultures

Establish and maintain effective working relationships with those contacted during work.


    Other Requirements

    The ability to preserve confidential information is a critical component of this position. This position may require occasional weekend and evening work. The candidate is subject to a reference check, credit check, or background investigation and may be required to meet other suitability criteria outlined in government contract requirements. Candidate must be authorized to work in the U.S. and provide evidence of credentials, as requested. Must have the 30-hour OSHA construction safety class or equivalent within the past five years. Must have participated in at least 24 hours of formal safety training each year for the past five years with training as a "competent person." Must be able to produce written verification of certifications and training. Certified by owner agencies when necessary.


    Physical Demands

    • Frequent lifting, sitting, standing, stooping for prolonged periods, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components.
    • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours.
    • Frequent lifting of up to 50 pounds, such as small electrical components, equipment, and other materials.

    Work Environment

      • Indoors and outdoors may be subject to changes in temperature and noise levels. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, extreme ambient weather conditions, and noise levels.
      • This job also requires operation in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
