Client Services Director directs and oversees the implementation operations of an organization. Oversees a team responsible for installing and deploying technical systems, software, hardware, or solutions. Being an Client Services Director implements policies and creates procedures to ensure consistency and high-quality work. Ensures that the timelines, planning, scoping, and cost estimates support successful projects that meet the needs of the client organization. Additionally, Client Services Director tracks implementation timeliness and client issues and develops solutions to implementation problems or challenges. Develops team skills and expertise with coaching and training activities. Requires a bachelor's degree in area of technical specialty. Typically reports to senior management. The Client Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Client Services Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Position Purpose & Scope:

    Under the general direction of the Chief Executive Officer, the Director of Client Services represents Child Action, Inc. (CAI) to the State Department of Education/Child Development Division, California Department of Social Services, Sacramento County Department of Human Assistance, the U.S. Department of Health Services, and (CAI) Board of Directors.

    The Director of Client Services develops, implements, and evaluates Agency programs and procedures and assesses Agency needs to ensure that program objectives are met. Responsible for knowing and adhering to California Code of Regulations, Title 5, Funding Terms and Conditions of contracts, Management Bulletins, and Program Self-Evaluations.

    The Director of Client Services is responsible for knowing and adhering to all guidelines, regulations and policies developed or set forth by the Board of Directors, the Chief Executive Officer, the State Department of Education/Child Development Division, the State Department of Social Services, and Sacramento County Department of Human Assistance.

    Typical Duties:

    Service delivery and Program Planning:

    • Ensures that all Client Services programs and services are operated and delivered in accordance with funding source requirements and CAI guidelines.
    • Develops, reviews and recommends policies and procedures regarding client and provider eligibility and delivery of services.
    • Integrate strengths-based strategies into services provided to parents and child care providers.
    • Oversees all Client Services units, including the Quality Control and Payment, Provider, Subsidy Eligibility, Fair Hearings, and the Training Units.
    • Monitors adherence to service standards and timelines.
    • Serves as a liaison to funding agencies.
    • Develops annual Client Services program goals and objectives.
    • Assists the Chief Executive Officer in the development of annual program budgets.
    • Oversees development of new programs and services, collaborates with the Director of Information Technology to update or create new technology systems to improve program efficiency; meet state, county, and CAI requirements; and better serve clients and staff.
    • Keeps current with California Legislative information.
    • Attends meetings, conferences, and professional development as needed and required.
    • Answers questions and provides guidance on payment, eligibility and case specific issues.
    Program Evaluation and Contract Compliance:

    • Establishes and maintains procedures for ensuring ongoing quality and compliance review of Client Services and programs.
    • Oversees Fair Hearings Unit to ensure quality service delivery to clients.
    • Oversees Compliance Specialists to ensure department is adhering to rules/regulations and agency procedures.
    • Oversees program evaluations and audits including compliance monitoring reviews.
    • Oversees fraud investigations.
    • Ensures uniform data gathering.
    • Ensures compliance with the State and County regulations.
    Supervision/Management:
    • Hires or approves hiring of staff in collaboration with Human Resources.
    • Develops, implements, and monitors staff development and training for staff.
    • Reviews, edits and writes training materials.
    • Evaluates assigned staff and oversees evaluations of other staff.
    • Ensures staff compliance with all agency safety practices, ergonomics and work rules.
    • Responsible for knowing policies in the Employee Handbook to address employee issues; works with management on resolution of personnel issues.
    • Terminates or approves termination of program staff in collaboration with Human Resources.
    • Conducts routine management meetings.
    Performs other duties as assigned.

    Education & Experience:
    • Bachelor’s degree in a field that develops skills related to typical duties; Four years of additional professional experience may substitute for the required education; and 
    • Six (6) years of progressively responsible experience in related program administration; and
    • Four (4) years of senior management/supervisory experience in administering personnel and budget requirements.
    Qualifications, Knowledge, Abilities:
    • Knowledge of Agency employee personnel policies.
    • Knowledge of Title V regulations and State and Federal funding terms and conditions.
    • Knowledge of California Alternative Payment Program practices and commonalities.
    • Knowledge of internal audit procedures and state compliance review tools.
    • Knowledge of fiscal management skills.
    • Ability to obtain county security clearance to access county computer system.
    • Ability to manage, lead, coach, develop and evaluate staff performance.
    • Ability to demonstrate exceptional analytical, written, math and computer skills.
    • Ability to think clearly and logically.
    • Ability to analyze complex issues.
    • Ability to demonstrate exceptional organizational and planning skills.
    • Ability to demonstrate strong training skills.

    • Ability to train staff in safety practices, ergonomics and work rules.

    • Ability to define problems, draw valid conclusions, interpret an extensive variety of technical instructions and deal with abstract and concrete variables.
    • Ability to communicate effectively in writing and verbally; and respond to the sensitive inquiries or complaints.
    Physical Factors:
    • Works in an office setting. Work is primarily sedentary; but may also work outdoors at field sites on an incidental basis and requires light physical effort; may require greater physical effort on an incidental basis.
    • Possess visual capability and digital dexterity to operate a computer and other standard office equipment.
    • Make fine visual distinctions upon proofreading written documents and viewing information on a computer screen.
    • May be subject to various job demands such as high volume of work and tight deadlines.
    • This position requires travel. Staff applying for or holding positions will be required to successfully meet Child Action, Inc.’s motor vehicle requirements.
