Lead Procurement Analyst

    Major Duties:

    Policy Development and implementation

    Assists the Head of Contracting Activity (HCA), Chief, APB and other senior AOC managers in reviewing, analyzing, recommending and implementing overall policies and procedures for procurement activities for the AOC; Plans and formulates new or improved contracting policies.

    Identifies and analyzes procurement issues and policies and their impact on supplies, services, and construction by the AOC.

    Initiates and recommends appropriate procedures, standards, including procurement training standards, internal controls, and records systems, necessary to maintain effective contracting and purchasing programs for the AOC.

    Reviews, analyzes, and evaluates proposed legislation, enacted laws, changes in the Federal Acquisition Regulation and audit reports to determine the probable impact on procurement related functions; Prepares reports presenting the AOC position.

    Plans and coordinates procurement management reviews of acquisition activities at all levels and evaluates the effectiveness of procurement operations and compliance with Federal statutes, regulations, guidance and policies and procedures.

    Provides advice and guidance on contracting matters to all levels of staff at the AOC.

    Procurement Advice and Management

    Provides procurement advice and assistance to all levels of staff at the AOC and others on contract and procurement policies, problems or issues.

    Advises and provides guidance on new or revised procurement policies and procedures.

    Reviews selected or appropriate procurement actions.

    Provides written formal advice to the acquisition community, as well as all levels of staff at AOC, through the drafting, coordination, and publication of policy guidance in the form of information letters, Policy, Guidance and Interpretations (PGI), Acquisition memorandum and Orders of the AOC.

    Serves as primary point of contact to identify and address agency requests for new or revised policy documents.

    Lead Responsibilities

    Ensures that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.

    Trains or arranges for specific administrative or technical training of team members necessary for accomplishment of tasks.

    Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

    Qualifications

    You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement.     Within the resume, candidates must demonstrate evidence of the specialized experience which relates to the Knowledge, Skills and Abilities required to successfully perform the duties of the position. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.

    Specialized experience for this position includes the following:

    • Serving as technical expert and advisor on acquisition laws, regulations, policies and procedures.
    • Developing and implementing acquisition strategies and procedural guidance for a large organization.
    • Leading staff responsible for acquisition of supplies, services, and construction for a large organization.
    • Analyzing procurement and contracting plans, policies, processes and activities to resolve highly complex procurement issues and developing and implementing solutions.

    ** You must have a FAC-C (Professional) certification or equivalent experience.

    Education

    In addition to meeting the specialized experience requirements for this position, applicants must possess the following:

    • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

    Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

    Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

    You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
