  • Duties

    • The Assistant Director, Human Capital and Resource Management, is the advisor to the Director and Deputy Director with the authority and overall total management responsibility over the Agency’s human capital, financial, administrative and training.
    • Leads approximately 210 federal civilians assigned to the Human Capital and Resource Management Directorate and 4,000 civilians across three regional offices and four corporate offices and oversees an $660M annual operating budget.
    • Ensures mission critical advisory services for the Agency in designing and implementing innovative programs to assess and improve strategic human capital management to align with the Departmental and Administration goals and objectives.
    • Ensures the planning, development, coordination, and accomplishment of all resources programs necessary to support the Agency's workforce, worldwide organization, and its mission.
    • Executive oversight for strategic planning, policy development and operations for the Agency’s human capital operations, financial operations, facilities, security, contracting, records management and managing training on career development matters.
    • Represents or assists the Director in budget hearings, negotiations, conferences, and contacts on resources matters with the highest levels of executive managers in DCAA, DoD, and other Government agencies.

    Qualifications

    Eligibility for this position will be based on clear and comprehensive indication that the applicant has had experience of the scope and quality sufficient to carry out the duties and assignments of the position.     EXECUTIVE CORE QUALIFICATIONS (ECQs):

    Applicants will be evaluated in the five Executive Core Qualifications (ECQs) listed below which are broadly applicable to SES positions throughout the Federal Government. All competitive applicants must submit a narrative statement covering each of the ECQs. Narratives should be limited to no more than 2 pages per each ECQ for a total of 10 pages. For detailed information on submitting the ECQs, please review OPM's Guide to the Senior Executive Service Qualifications. OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement.

    ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a narrative statement specifically addressing each of the following Technical Qualifications. Narratives should be limited to no more than two pages per each factor for a total of 6 pages. Applicants will be evaluated against each of these factors:

    1. Experience that demonstrates the ability to lead resource management efforts including programming and execution of a budget which spans multiple appropriations; manpower, security, facilities, and installation-level contracting; and the ability to advise senior executives on a wide variety of resource management related issues.

    2. Experience that demonstrates comprehensive knowledge of the federal budget and accounting process and the ability to advise senior executive leaders on financial management issues.

    3. Experience that demonstrates comprehensive knowledge of workforce development and the ability to lead agency-wide training and career development programs.

    DoD Joint Enterprise-Wide Experience Statement:

    In addition, DoD requires the Enterprise Perspective. The applicant must have the ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within your application package.

    Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course- and experience-based program consisting of three certification levels. Level 3 certification must be completed within two years of the selectee's employment start date.

    Additional information

    1. This is a Tier 2 position. The salaries for positions found in the Tier 2 structure range from $180,359 - $213,000.
    2. OPM Candidate Development Program (CDP) graduates and current Career SES members need only to address the technical qualifications and need not respond to the Executive Core Qualifications (ECQs).
    3. You will be required to serve a one year probationary period unless you have previously completed the probationary period.
    4. You will be paid by direct deposit to a financial organization.
    5. Selectee will be required to file an annual financial disclosure statement, form OGE-278.
    6. Some travel of all modes of transportation within Continental United States is required.
    7. Fair Labor Standards Act: Exempt
    8. Bargaining Unit Position: No
    9. An essential element of the SES is mobility across geographic, organizational, and functional lines. Individuals selected for SES positions may be subject to reassignment, which requires you to be mobile. All new appointed Career SES leaders must sign the Reassignment Rights Obligation Agreement as a condition of employment into the Senior Executive Service.
    10. Security Requirements: Critical Sensitive.
    11. Veterans' preference does not apply to positions in the Senior Executive Service.
    12. Permanent Change of Station Cost: Moving expenses may be authorized.
    13. Drug Testing: This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment.

    Security Requirements: Critical Sensitive. Selectee must be able to acquire and maintain a Top Secret clearance.

    **Certified Professional in Learning and Performance (CPLP) is desired, but not required for this position.
