    Primary Purpose:

    To comply with all federal guidelines (Head Start Performance Standards, Transmittal Notices, etc.) and local Head Start/Early Head Start policies in providing pregnant women, children and families with Head Start/Early Head Start services in the home-based program option. To provide parents/guardians with instruction to create learning environments and varied experiences which will help their child(ren) develop socially, emotionally, cognitively and physically, in a manner appropriate to their age and stage of development and toward the overall goal of social competence.  To assist parents in developing skills which contribute to the well-being of all family members.

     

    Qualifications:

     

                  Education/Certification:

    • High school diploma or GED required
    • Associates Degree or 50-60 college hours with some early childhood/child development preferred
    • Parents As Teachers certification or willingness to obtain required
    • Current First Aid and CPR certification or willingness to obtain required
    • Child Development Associate (CDA) is required at the time of hire or willingness to obtain within one year of hire date

     

                  Special Knowledge/Skills/Experience:

    • Bilingual required (Spanish/English or Somali, Chin, Burmese, Amharic, Tigryan)
    • Experience working with children ages 0 to 5 years required
    • Valid Texas Driver’s License or other reliable mode of transportation during work hours required
    • Proof of current automobile liability insurance required
    • Moderate technology skills required
    • Must be service driven with the ability to assume personal responsibility and maintain a positive outlook
    • Must demonstrate strong interpersonal skills, possess the ability to work as a team player, enjoy a variety of activities, and possess organizational abilities

    Working Conditions:

     

    • Tools/Equipment Used: Standard office equipment including personal computer and peripherals
    • Posture: Must be physically able to tolerate prolonged sitting, frequent standing; occasional bending/stooping, pushing/pulling, twisting, and standing
    • Motion: Must be physically able to tolerate frequent standing and walking, repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching, occasional driving
    • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (45 pounds or more)
    • Environment: Must be physically able to work inside; tolerate frequent regionwide travel and occasional statewide travel; regular exposure to noise
    • Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress; work prolonged or irregular hours on occasion
    • Regular Attendance is an essential function

     

    Major Responsibilities and Duties:

     

    1. Facilitates year-round recruitment, application, and enrollment of children and pregnant women for program vacancies and/or waiting lists.
    2. Ensures funded caseload is full by the first day of the designated program year and remains full for each month thereafter.
    3. Provides written and/or oral translation services for families during all Head Start/Early Head Start lessons, meetings, programs/events, and during interactions with program staff and in the community, as needed.
    4. Engages in respectful and responsive goal-oriented partnerships with families to promote student success and family well-being.
    5. Supports families in using community resources that enhance family well-being, foster self-sufficiency, and children’s learning and development.
    6. Works toward and completes Parents As Teachers certification and Family Service Credential training as scheduled. Adheres to the philosophy and guidelines of both.
    7. Completes the minimum number of weekly home visits to home-based families according to Head Start performance standards.
    8. Submits visit plans using the PAT curriculum, recommended materials, and available assessment information.
    9. Demonstrates respect and accepts differences for each child and family while remaining responsive to family strengths and culture.
    10. Reinforces acceptable behaviors and redirects unacceptable behaviors through modeling and conversation while using a calm, non-threatening voice.
    11. Models correct speech patterns, grammar, and appropriate vocabulary for children and families.
    12. Provides opportunities for each child to experience success and reinforces all efforts by extending learning at every opportunity.
    13. Interacts with and engages children and parents in appropriate learning activities during 46 home visits and 22 group socialization activities.
    14. Ensures required screenings are completed within 45 days of enrollment and completes on-going assessments on each child.
    15. Enhances observation skills of parents in assessing children’s social, emotional, cognitive, and fine and gross motor development.
    16. Supportive and accepting in relationships and assists families in assessing their needs, identifying their strengths, and developing their Family Partnership Agreement.
    17. Empowers families to achieve goals by building and maintaining rapport, assisting them in developing necessary skills, and supporting goal attainment by reviewing the family assessment tool and the Family Partnership Agreement regularly.
    18. Assists with referrals and follow-up for enrolled children and families in areas such as social services, educational attainment, crisis intervention, emergency assistance, and child abuse prevention and intervention while providing appropriate, detailed, and accurate documentation.
    19. Serves as the liaison between the Region 16 ESC Head Start staff and the families in regard to referrals needed in any content area of service.
    20. Maintains child and family records by updating and filing all required forms and documentation according to local timelines and the Head Start performance standards.
    21. Complies with agency and program policies regarding confidentiality of records and refrains from community gossip regarding families.
    22. Assists parents in scheduling and conducting parent committee meetings and/or group socialization activities (with other designated staff).
    23. Helps recruit parent volunteers.
    24. Assists in providing training for parents, as needed.
    25. Plans, attends, and facilitates group socializations and other program sponsored events.
    26. Obtains and maintains first aid/CPR certifications.
    27. Attends and applies learning of staff trainings and meetings as required by EHS/HS/ESC.
    28. Supports program policies, accepting changes and new ideas.
    29. Complies with Region 16 Education Service Center (ESC) personnel policies regarding absences and tardiness.
    30. Works in collaboration with staff as part of a comprehensive services team to deliver program services to families as required by Head Start Performance Standards.
    31. Updates and enters program service documentation into database within required timeframes for monthly and yearly reporting.
    32. Collects and analyzes information to find new solutions to challenges as ongoing monitoring and continual improvement in services.
    33. Reports for work ready to perform responsibilities.
    34. Performs duties that directly and/or indirectly impact student performance in Region 16.
    35. Maintains a professional level of confidentiality regarding all ESC matters.
    36. Supports the mission, goals, and objectives of the ESC strategic plan.
    37. Upholds and adheres to safety rules and policies of the ESC safety program.
    38. Performs professional responsibilities as required by ESC policies, processes, and procedures.
    39. Manages time, calendar, and job responsibilities to meet deadlines.
    40. Meets proficiency levels of required technology skills as outlined by supervisor.
    41. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor.
    42. Performs other duties as assigned.
