    The major duties include but are not limited to:

    • Carries out complex searches providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts, and encourages the self-directed learning of VAPHS staff;
    • Applies expertise to searching multiple health-related databases including, but not limited to MEDLINE, CINAHL, PsycInfo, Cochrane Collaboration, UpToDate, as well as databases in affiliated fields such as business and the social sciences;
    • Applies knowledge of the terminology and practices of health care disciplines to accurately interpret questions and complete reliable and comprehensive searches;
    • Performs critical evaluation of citations to identify those that are pertinent to a client's question;
    • Utilizes expertise in a wide range of information sources, including source resources that are standard and non-standard in hospital libraries, in order to comprehensively answer varied and complex reference questions;
    • Applies expert knowledge of medical vendors and the federal acquisitions process to acquiring materials for the libraries' collections;
    • Maintains records required for administrative purchases;
    • Instructs Library Technician(s) in VAPHS and library procedures, works with them to ensure the smooth functioning of the acquisitions process and assists in resolving problems;
    • Assists and instructs library clients in the use of VAPHS Libraries' collections, services, and resources;
    • Conducts information education, teaching clients how to use electronic products, including how to effectively search databases, and teaches classes as needed;
    • Establishes and maintains relationships with key library clients and non-clients who can be included in decisions about collection development, service improvement or development;
    • Applies knowledge of interlibrary loan resources and procedures for hospital libraries facilitating interlibrary cooperation and the smooth exchange of information in order to provide VAPHS staff access to a wide range of resources beyond those owned by VAPHS Libraries;
    • Applies professional knowledge to handling the circulation of items from the VAPHS collections;
    • Identifies problems with organization, space or access and recommends solutions;
    • Follows the evolving field of web-based medical and health information resources and makes recommendations for adding resources to fill identified information needs of VAPHS staff; and
    • Performs other related duties as assigned.

    Qualifications

    In order to qualify for this position, all applicants must meet one of the basic requirements below:

    1)Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.     2) A total of at least five (5) years of a combination of college-level education, training, and experience. NOTE: To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. You must submit transcripts with your application. Education will not be credited without documentation.     In addition to meeting the basic requirement, you must also meet one of the following minimum qualification requirements:

    Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian - Medical, and that is typically in or related to the work of the position to be filled. Specialized experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. Additional experience includes providing reference services, literature searches, and information consulting to professional staff, trainees and clients within a hospital, healthcare or medical environment; possessing knowledge in theories, principles and techniques of professional librarianship as applied in medical libraries; applying medical terminology to interact with clients posing clinical questions and performing reliable searches; using information tools in varied formats in determining the most appropriate sources for locating information and developing search strategies for extracting information.     Education: Successfully completed three (3) full years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to this position as a Librarian (Medical Sciences).
