High School Diploma or GED plus five years continual law enforcement experience.

Experience in the law enforcement field must include; management and supervision, investigations, public speaking, and budget development.

Possession of the certificate demonstrating graduation from the Nevada POST academy or another State’s POST academy and/or Federal POST academy.

Must be 21 years of age.

Must possess and maintain a valid driver’s license.

Must be able to be insurable by the Tribe’s Driving Policy.

No felony convictions. No misdemeanor convictions.

Must be able to successfully pass a medical examination, physical fitness test, pre-employment drug/alcohol screen and background investigation.

Preference will be given to Qualified Native American Indians.

Directs all of the department's activities. Manages the functions and activities of the tribal police department, which includes patrol, criminal investigations, and support services.

Reviews operations to determine impact and effectiveness, provides recommendations for expansion, and/or improvements in services.

Administers daily police activities through subordinates.

Maintains positive relations with community members and agencies by administering the community relations programs.

Achieves financial objectives through budget preparation, fiscal management, recruitment, and contract negotiations. Prepares statistical and operational budgets.

Investigates and resolves internal affairs problems and issues involving complaints from community members regarding Police Department staff. Takes necessary disciplinary action when appropriate.

Maintains appropriate documentation on incidents as required by policies and procedures. Generates reports as needed.

Sets up and maintains schedule of on-duty crews; manages daily personnel roster activities of shift personnel.

Responds to calls performing the full range of work of subordinate staff as appropriate, to ensure that services are being provided safely, efficiently, and timely.

Coordinates police scenes with other public safety, local groups and organizations, or agencies.

Maintains appropriate documentation on incidences as required by policies and procedures.

Promulgates rules and regulations for the department.

Ensures that the tribal sovereignty and the jurisdictional powers and authority of the department are recognized and observed by all domestic and foreign law enforcement agencies and their personnel.

Negotiates with elected officials for appropriation of funds.

Communicates with local, state, regional, and outside agencies and associations; acts as representative of the tribe.

Keeps leadership and other departments informed of status of activities and of significant events and problems by attending meetings, submitting reports and meeting individually as necessary.

Contributes to the organization’s effectiveness by offering information and opinion as a member of senior management team; integrating objectives with other functions; and accomplishing related results as needed.

Communicates departmental policies, procedures, regulations, guidelines, goals, and objectives.

Hosts regular staff meetings to ensure communication among personnel regarding departmental activities.

Evaluates employee skills and performance levels to ensure that standards of operations are being met.

Reviews, recommends changes, or approves performance evaluations of staff, approving or denying disciplinary actions, staff changes, or reassignments.

Prepares quarterly reports for BIA and Washoe Tribal Council.

Prepares and submits grant reports for various grants.

Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

Maintains technical knowledge by attending training classes and seminars on law enforcement, safety, firearms, or related activities.

Maintains professional knowledge by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.

Contributes to a team effort and accomplishes related results as required.

Performs other duties as required.

While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee occasionally is required to climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work is generally performed both in an office setting with a moderate noise level and in an outdoor setting where exposure to natural weather conditions and various dusts and mists will occur. Prolonged standing and walking may be on uneven surfaces or unstable ground, in remote, steep, rugged, mountainous areas with unimproved dirt roads and trails. Situations may occur where prolonged sitting, driving, walking, or waiting is required. Evening, weekend, and/or holiday work will be required. There is frequent interaction with the public. Travel may be required for training, meetings, conferences, presentations, and other events.
