BASIC FUNCTION:
This position is responsible for the administrative, clinical, regulatory and financial leadership for the following departments: Nursing Services, Imaging Services, Laboratory Services, Emergency Services, Central Sterile Services, Quality, Employee Health, Infection Prevention. Support, coordination and collaboration with other OMHC departments.
NATURE AND SCOPE:
Reporting to the Chief Executive Officer, this position will ensure efficient, effective, patient-centered operations, provide transformational leadership to enhance the quality of patient care services and ensure alignment of goals and direction. The Chief Nursing Officer will develop, implement and promote strategies to develop their direct reports and teams based in evidence-based clinical standards, ensure a professional and high performing work environment, promote team building and enhance patient satisfaction.
The individual in this position will be required to fully understand the Mission, Vision, Values, and Strategy of OMHC, personifying service and operational excellence. An intuitive understanding of and promotion of individual Team member accountability is expected, including the creation and maintenance of the best patient, employee, physician, and student experience.

SPECIFIC ACCOUNTABILITIES:
1. Provides administrative leadership to direct reports and collaboratively participates as a member of the Senior Leadership Team, Leadership Team as well as medical, and clinical leaders in problem-solving/decision-making activities.
2. Participates in strategic planning activities to ensure the delivery of comprehensive and coordinated health services to OMHC.
3. Leads direct reports in creating annual plans that align with the organization wide strategic plan to advance the care and services of the organization.
4. Actively engages and collaborates with other leaders in standardizing care in order to improve quality, safety, and patient experience while reducing the cost of care.
5. Embodies and promotes behaviors and communication consistent with the OMHC Code of Conduct.
6. Creates and promotes a positive work environment that fosters growth and collaboration.
7. Reviews, revises and substantiates annual departmental budgets; monitors productivity and contains costs for assigned areas.
8. Directs human resource management activities of assigned areas; guiding leaders in selection, hiring, training, ongoing evaluation and performance appraisals, performance recognition and disciplinary actions.
9. Collaborates with Sr Leadership Team and Leadership Team to establish priorities and resource allocation for staff development, which includes orientation, in-service and continuing education.
10. Leads direct reports to determine overall staffing requirements for assigned departments/teams.
11. Assures that standards for nursing and clinical care/practice are consistent with current safety and legal requirements as established for the facility, state and voluntary regulatory agencies.
12. Leads the assigned teams in development, implementation, and evaluation of programs for validating staff and managerial competency based on licensure validation, competency testing, and clinical privilege delineation.
13. Provides coaching, mentoring, education and completes, and rounds monthly with direct reports and staff in assigned areas.
14. Directs the training and development of OMHC staff through the utilization of performance management.
15. Ensures compliance status with all laws, rules and regulations, including the standards of the Department of Health, Centers for Medicare & Medicaid Services (CMS), DNV and other accrediting bodies.
16. Actively participates in appropriate committees and meetings as directed.
17. Functions as a role model, demonstrating competency in clinical judgment, technical skills, excellent open communication and appropriate knowledge base.
18. Participates in the interviewing process for management/administrative staff and new unit staff, and implements strategies directed toward retention/recruitment of employees.
19. Plans and meets staffing needs of the units and the hospital in collaboration with other staffing personnel. Modifies staffing patterns based upon patient volume and acuity to provide safe, effective patient care.
20. Maintains professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
21. Ensures no injuries to self or others by following safe work practices and policies. This includes, but is not limited to: security and safety, understanding of MSDS, equipment, infection control, fire, disaster, safe lifting and body mechanics.
22. Ensures self-compliance with organization policies and procedures, as well as labor agreements.
23. Ensures the interface with team members and other support groups is conducted in a courteous and efficient manner conducive with the organization’s values.
24. Conducts self in a professional manner and ensures personal appearance meets the standards necessary to perform the job function while representing the organization.
25. Ensures that additional accountabilities, as may be required, by management be handled in a manner necessary to meet organizational standards.

Requirements:
POSITION QUALIFICATIONS:
1. BSN required or equivalent experience. MSN preferred or Masters in Business or Healthcare Administration.
2. Minimum three (3) years of similar level of leadership experience.
3. Nursing Leadership in a Critical Access Hospital.
4. Graduation from an accredited school of nursing and has a current Washington State RN license without restriction.
PHYSICAL REQUIREMENTS:
1. Using good body mechanics, lift/carry a minimum of 25 lbs. independently and 50 lbs. with assistance.
2. Intermittent sitting, standing, stooping and walking. Full-range of motion.
3. Good manual and finger dexterity.
4. Must be able to differentiate odors in the clinical setting.
5. Ability to communicate using verbal and/or written skills for accurate exchange of information with physicians, nurses, health care professionals, patients and/or family, and the public.
6. Must be able to direct and work in high paced/volume times.
