    PMS 400D is charged with the design, build, outfit, and test DDG 51 Arleigh Burke Class Guided Missile Destroyer Ships. The focus of PMS 400D continues to be ship design and production, including a full range of engineering and program management. This work is performed in conjunction with serial production of ships, is enduring, not inherently government, does not affect policy, and increases the design performance capability of the DDG 51 Class ships before Government final acceptance.

     

    Reporting to the Program Manager, the Program Analyst is responsible for performing a broad range of program and acquisition management requirements in support of Government Supervisor of Shipbuilding on the PMS 400D Professional Support Services contract. This position is located in Bath, Maine.

    What You'll Do

    • Provide analytical, management, acquisition, and administrative support to SSBA including, but not limited to:
      • Provide acquisition and program management expertise in support of ship construction oversight efforts.
      • Provide assessments and indicators of progress for ship construction efforts.
      • Coordinate program management office operations including schedules and correspondence.
    • Provide program administrative support in the development of project plans. Utilize Microsoft Office Suite to include Word, Excel, PowerPoint and/or Project to support program/project management, acquisition management and data analytics requirements.
    • Bid and proposal support if requested.
    • Other duties as assigned.

    What We're Looking For

    Required Qualifications:

    • An active secret clearance is required to be considered for this position.
    • Bachelor's degree from an accredited university required. 
    • For Senior Level Candidate
      • Ten (10) years of total experience to include five (5) years leading complex, high-value program management team and Five (5) years DoD/Navy Program Management experience.
    • For Mid Level Candidate
      • Five (5) years of experience supporting Navy Program Management executive leadership.
    • Working knowledge of program management and acquisition lifecycle.
    • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Access and/or Project).
    • Strong problem-solving skills.
    • Strong written and verbal communication skills.
    • Must possess basic computer literacy and data entry skills.
    • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
    • Strong attention to detail and organizational skills.
    • Excellent verbal and written communication skills.
    • Demonstrated problem-solving skills.
    • Must possess strong time management skills.
    • Must be able to work in a fast-paced, changing, and challenging environment.
    • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

    Desired Qualifications:

    • Project Management Professional Certification – or – equivalent DAWIA certification

    • For Senior Candidate

      • Over ten (10) years total experience.

      • Five (5) years supervisory experience, DoD/DoN acquisition system expertise.

      • Experience communicating with SES / Flag level.

    • For Mid Candidate

      • Over five (5) years total experience.

      • Experience communicating with and supporting PM/SES/Flag personnel.
