Capacity Planning Supervisor leads a capacity planning team to plan and monitor an organization's operating limits and capacities. Forecasts and plans capacity requirements to align with production schedules, resource levels, and inventory demand. Being a Capacity Planning Supervisor identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders to understand future plans and develop responsive capacity forecasting. Additionally, Capacity Planning Supervisor utilizes production metrics and manufacturing research to develop insights on processes or equipment and recommend improvements. Requires a bachelor's degree. Typically reports to a manager. The Capacity Planning Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Capacity Planning Supervisor typically requires 3-5 years experience in the related area as an individual contributor.     The Community Development Department is seeking to hire a Planning Supervisor. This position leads, oversees, reviews, and performs highly specialized, difficult, and complex tasks and projects for advanced or current planning assignments. The Planning Supervisor will occasionally assist in the training and mentoring of lower-level planning positions.

    WHAT YOU'LL DO:
    • Prepare staff reports and make oral presentations to City Council, boards, commissions, and neighborhood groups. 
    • Monitor compliance of projects with environmental review laws; identify potential external environmental impact issues. 
    • Confer with developers, architects, engineers, attorneys and contractors on development plans and designs regarding processing requirements, procedures, policies, and standards for land use entitlement. • Participate with various boards, commissions, and committees, and prepare related agendas, reports and minutes as needed.
    • Supervise the preparation of Planning Commission packets and agendas. • Oversee the filing of development applications and research and draft revisions and amendments to the City’s General Plan and Zoning Ordinance. 
    • Confer with personnel from other city departments and agencies in facilitating various projects. 
    • Assist in the development of procedures to streamline and clarify application processing.

    CLASSIFICATION SUMMARY:
    This class is the third level in a four-level Planning Series devoted to providing professional urban land use plan development and monitoring, and review and evaluation of land use development proposals. Incumbents serve as designated subject matter experts, performing the most complex planning and development proposal review. Incumbents may serve as lead workers, providing guidance to other staff and leading planning teams on large, complex assignments or formally supervise two or more exempt level staff, as well as other staff. As assigned, work may include serving as project manager and lead worker providing direction to professional and technical staff participating in major planning studies or addressing complicated issues related to land use and development projects; advising and conferring with developers and the public concerning policies and procedures and interpretation of ordinances, policies and conditions of approval; coordinating policy development, review and updating of planning documents; preparing reports and presentations; preparing analysis of potential environmental impacts of development proposals; presenting projects to the public, Planning Commission and the City Council; reviewing plans and site inspections; chairing the Development Advisory Committee, as assigned; serving as backup for planning counter/front line duties; and identifying, researching and implementing best practices and policies and procedures for the department.

    DISTINGUISHING CHARACTERISTICS: 
    This classification is distinguished from the Planner in that it provides advanced technical guidance and project management related to large, complex assignments and provides lead direction or supervision to assigned staff members.

    SUPERVISION EXERCISED / SUPERVISION RECEIVED:
    As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion or may formally supervise two or more exempt level staff, as well as other staff. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.

    WORK SCHEDULE:
    The normal workweek is Monday-Thursday, 8:00 am - 6:00 pm, and alternating Fridays, 8:00 am - 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs.  ESSENTIAL DUTIES:
    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
    • Serves as project manager providing direction to professional and technical staff participating in major planning studies or addressing complicated issues related to land use and development projects; interfaces with City partners, agencies and development stakeholders providing guidance, technical expertise and issue management.
    • Plans, researches, analyzes and participates in the development of policies, procedures and master community plans; advises and confers with stakeholders and the public; interprets and applies policies, code, ordinances, conditions of approval and standards in providing guidance, decision-making and recommendations.
    • Reviews project plans and determines consistency and compliance with General Plan, codes, and standards; prepares staff reports and supporting narratives; prepares and delivers presentations; reviews and maintains General Plan and City Code.
    • Responds to inquiries, technical and information requests; assists public by reviewing conformance requirements for development; provides policy, procedural and process information.
    • Identifies and troubleshoots issues; researches applicable Code, General Plan, and industry best practices; recommends and implements issue resolutions and process improvements; and prepares and maintains files and project/department documentation.
    • Performs other duties of a similar nature and level as assigned.
    EDUCATION:
    Bachelor’s degree in urban or regional planning, economics, architecture, landscape architecture or related field. 

    EXPERIENCE:
    Five years of planning experience and two years of supervisory or project management experience.

    LICENSING/CERTIFICATIONS:
    None required.

    Note:
    For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

    Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

    City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.

    This position requires a twelve (12) month probationary period.

    Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
