Capacity Planning Supervisor leads a capacity planning team to plan and monitor an organization's operating limits and capacities. Forecasts and plans capacity requirements to align with production schedules, resource levels, and inventory demand. Being a Capacity Planning Supervisor identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders to understand future plans and develop responsive capacity forecasting. Additionally, Capacity Planning Supervisor utilizes production metrics and manufacturing research to develop insights on processes or equipment and recommend improvements. Requires a bachelor's degree. Typically reports to a manager. The Capacity Planning Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Capacity Planning Supervisor typically requires 3-5 years experience in the related area as an individual contributor.     Planning Specialists perform complex paraprofessional duties requiring specialized knowledge related to community and metropolitan planning, land use, and zoning; provide information and assistance to developers and the public on land use and planning related code requirements, program practices and procedures, including fees and building application information; and conduct related land use and zoning inspections. May provide lead direction to employees in lower level classifications, temporary staff, or interns.

    Salary Range: $29.29 - $36.51 hourly / $60,923.20 - $75,940.80 annually    
    The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

    • Provides technical assistance and accurate information verbally or in written form to internal or external customers for land use and planning code requirements, practices and procedures. Answers questions about how code requirements apply to specific projects and the permit applications process permit fees and charges. Directs some questions to the appropriate staff.
    • Identifies challenges of development proposals and provides recommendations or referrals, which requires knowledge of related regulations, policies, and procedures.
    • Performs regular field inspections for compliance with land use and zoning conditions established through land use and building permit approvals, such as required for motor vehicle or bicycle parking, resource protection fencing, or landscaping, including issues impacting trees and other natural resources.
    • Reviews residential and commercial construction documents, building permit applications, land use and zoning documents for compliance with sign standards and to determine if land use review is required. Issues sign permits.
    • Provides fee information, calculates fees, and performs payment transactions, which includes handling cash.
    • Establishes project review deadlines, monitors reviews and status, coordinates reviews by other departments, identifies conditions of approval, and approves permits as authorized by management.
    • Researches information pertinent to the program areas; includes responding to complaints, problems or sensitive situations.
    • Assists in the development of program area practices and procedures, informational materials, and monitors ordinances and codes for changes or updates.
    • Models respectful working relationships and creates a workplace that supports all employees; supports City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights.
    • Performs other duties of a similar nature or level as required by management to meet the needs of the department.

    MINIMUM QUALIFICATIONS: 

    Experience and Training:  
    Three years of administrative and customer support experience related to building permit, land use, or planning, with a minimum of one year of paraprofessional support requiring related technical knowledge.  Post-secondary course work in geography, land use planning, geographic information systems, architecture, or related field. 

    Required Certifications / Licenses:

    Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

    Knowledge of:
    • City land use, development, and/or building permit procedures, policies and regulations as pertaining to residential and commercial development.
    • Applicable State, Federal and Local codes.
    • Basic modern principles and practices of urban planning, economics and development.  Automated information systems and databases.
    Ability to:
    • Review construction documents to assess completeness of application.
    • Read and interpret information on varied technical documents, maps and records, including general plans, zoning and land divisions.
    • Reviews documents for compliance with applicable land use codes and program requirements.  Apply State, Federal and City laws, codes and regulations.
    • Research, compile and gather technical information.
    • Establish and maintain manual and computerized records.  Develop office methods and procedures.
    • Provide training to employees.
