    Background: KSA is looking for a Geographic Information Systems (GIS) Support and Analysis for the USMC in Oahu, Hawaii. Please note: this position is contingent upon award.

     
     

    Defense Policy Review Initiative (DPRI) is a United States Marine Corps (USMC) organization located in Oahu, Hawaii and Guam. DPRI is responsible for the management and oversight of building Marine Corps Base Camp Blaz in Guam. This program consists of over 100 MILCON projects that are being constructed in order to receive USMC forces relocating from Okinawa to Guam, based on a bilateral agreement between the United States Government (USG) and the Government of Japan (GoJ). In order to assist DPRI in executing its program responsibilities, DPRI requires non-personal, technical, and advisory support services in support of our Government Offices located in Oahu, Hawaii, and Guam.

     
     

    Position Responsibilities:

    The relocation of forces as part of the DPRI effort requires the construction of facilities, infrastructure, and training ranges in numerous locations. GIS support is needed to assist in accurately mapping out land, air, and sea for potential facility, infrastructure, and training range construction, as well as possible alternatives for that construction if mitigation measures are required. Support required includes utilizing GIS databases and other tools to analyze spatial data, provide cartographic design, and integrate geospatial databases as detailed below. The Contractor shall provide the necessary support in this task area.


    · Utilize appropriate GIS-related software to develop and publish web services to an approved centralized location.

    · Provide data, metadata, and map products through approved enterprise systems.

    · Manipulate and analyze GIS data in use of topology rules and attributes, format manipulation, and geo-referencing.

    · Compile, attribute, edit, and maintain GIS data in geographic and operational databases and their associated documentation.

    · Develop and utilize queries and other GIS tools to qualify controls and analyze spatial data, assist in decision-making, generate map products, and to ensure data quality.

    · Research and implement database processes to integrate complex geospatial databases from sources.

    · Communicate issues and errors to constituents in meaningful ways to correct and enhance data quality, this includes technical support and training of entry level GIS users.

    · Respond to technical questions from GIS users and resolve problems; refers and discusses complex problems with DPRI government personnel or other designated contacts as appropriate.

    · Ensure that GIS data and data processing procedures adhere to standards, policies, and other guidelines.

    · Manage GIS database and ensure the DPRI database is up to date and matches all other GIS databases supporting DPRI initiatives.

    · Provides cartographic design support for construction, ranges, training areas, surface danger zones, environmental resource information, and aviation support.

    · Creates, edits, and maintains GIS database information for senior-level briefings, construction planning, military usage, and political negotiations.

    · Transfers GIS layers to GPS overlays.

    · Maintain final and working documents on the DPRI Pacific Posture SharePoint site, or Government directed location; documents shall be tagged appropriately and maintained in accordance with DPRI processes and procedures.

    Requirements

      

    Position Requirements:

    · Active DoD Secret Security Clearance required.

    · Bachelor’s degree in Geography, Information Technology, Computer Science, Cartography, Engineering, or Architecture, or successful completion of a college-level GIS Certificate program and a minimum of 5 years of experience using ESRI ArcGIS.

    · Must have at least two years of experience, as reflected in resume, where GIS work predominantly focused on facilities, infrastructure, and/or utilities associated with planning and/or construction efforts. 


    Additional Desired Skills:

    · A minimum of 2 years experience with ArcGIS Pro

    · Experience in using Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE)

    · Experience compiling geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, tabular data, and existing maps.

    · At least 5 years of experience in Topological Concepts and Applications.

    · At least 5 years of experience interpreting Ortho Imagery.

    · At least 5 years of experience in assembling and combining spatial content from multiple data sources, including local, Federal and regional governments for analytical purposes.

    · At least 5 years of experience in using Geo-referencing records products.

    · At least 5 years of experience in converting non-GIS formats into usable GIS data to support terrain and topographic analyses.

    · At least 5 years of experience in communicating complex GIS concepts to entry level users.

    · At least 5 years of experience using GPS systems.

    · At least 5 years of experience in understanding of data models and structure. 

    · Experience with Python Scripting

    · Experience in using GIS for Cadastral Mapping

    · Experience in Object Oriented programming

    · Experience using Building Information Management (BIM) software.
