The Olympic Regional Development Authority (Olympic Authority) is seeking an experienced Director of Finance to manage the development and implementation of the Olympic Authority’s capital and operational planning budget process in a manner that will enable the authority to achieve long-term goals that in a fiscally sound manner that timely and accurately complies with the policies and procedures applicable to the financial practices of NYS Government Authorities.
The Olympic Authority is a New York State public benefit corporation created in 1981 to manage, operate, and maintain the venues used during the 1932 and 1980 Lake Placid Winter Olympic Games. Today the Olympic Authority administers state-of-the-art venues in both the Catskill and Adirondack Mountains of New York, providing both national and international training and competitive opportunities for elite athletes, as well as year-round recreational opportunities for the public. The venues consist of Whiteface Mountain in the Town of Wilmington, Gore Mountain in the Village of North Creek, Belleayre Mountain in the Hamlet of Highmount, the Olympic Jumping Complex and the Olympic Sports Complex at Mount Van Hoevenberg, both in the Town of North Elba, the Olympic Oval in the Village of Lake Placid, and the Olympic Center in the Village of Lake Placid - home of the famous 1980 Miracle on Ice, and location of the Conference Center at Lake Placid. The Olympic Authority employs approximately 500 full-time, year-round staff, and approximately 1000 part-time, seasonal staff, for the management and operation of these venues on a year-round basis.
The Director of Finance works out of the Olympic Authority’s Administrative Office Building in Lake Placid, NY. Travel will be required to all Olympic Authority venues and facilities as necessary to fulfill job responsibilities, with occasional travel to Albany also required. Work outside the normal workday will be required for completing tasks with critical deadlines or as necessary to assist the President & CEO in the fulfillment of the Olympic Authority’s financial objectives and obligations.
Essential Duties_ (this list is not exhaustive):_
· Provide the President & CEO, and through the President & CEO, the Olympic Authority Board of Directors and the Audit Committee of the Board of Directors, with the financial information needed to support the Olympic Authority’s day-to-day operations in a manner that will enable sound decision-making about all financial matters affecting the organization;
· Provide management and oversight of the Finance Department, and through and in collaboration with the managers of the Olympic Authority departments and venues, provide effective management and oversight of the finance staff throughout the organization in a manner that assures the implementation of sound financial practices and procedures in accordance with all applicable laws, regulations, and policies;
· Develop and implement accurate and effective reporting systems to monitor the financial performance of the Olympic Authority profit centers, including the performance of each venue as a separate profit center, and keep the President & CEO informed of this information on a regular basis;
· Develop and implement all policies and procedures necessary to ensure sound and compliant procurement, financial monitoring and tracking, spending, and other financial practices of the organization;
· Assure the accurate creation, finalization, and implementation of the Olympic Authority’s annual budget;
· Act as the organizational lead in the annual financial audit process to assure the timely and accurate completion of all aspects of the annual independent audit process, and the submission to and approval of the annual independent audit by the Olympic Authority Audit Committee and Board of Directors.
Minimum Qualifications:
Bachelors Degree in Business Administration, Public Administration, Finance, Economics, Accounting, or related field plus ten (10) years of progressively relevant experience leading or managing staff and/or teams in the financial arena. Working knowledge of Microsoft Office applications, Sage Intacct, Siriusware and other Accesso applications, and DOMO business intelligence software. A Masters in Business Administration and/or relevant experience working with or in the public sector is preferred. Must possess an in-depth understanding of budgetary processes, the relevant federal and state laws/regulations/policies that pertain to such processes for a NYS Authority, and be able to effectively and efficiently manage staff to communicate effective financial policies and procedures and assure that they are followed.
Other considerations:
Should be able to demonstrate a thorough understanding of NYS governmental and particularly budget operations. Must possess solid communication skills, both written and verbal, with a demonstrated ability to work with a diverse set of stakeholders and to work collaboratively to assure the timely and accurate implementation of financial policies and procedures. Should be self-motived and able to work independently to meet deadlines and accomplish objectives. Demonstrated ability to delegate, lead, and coordinate the work of a finance department to assure the accomplishment of organizational objectives, and the timely completion of the Department of Finance work necessary to support those objectives.
Salary Range and Benefits:
This position is classified as a Grade 28 on the Olympic Authority’s Management Confidential Salary Schedule which has a salary range of $87,207-$139,531 per year. Final offer will be dependent on qualifications and experience.
