Building and Grounds Supervisor supervises and trains building and grounds maintenance staff. Oversees landscaping activities, the maintenance of sidewalks and parking areas, and the removal of trash and snow. Being a Building and Grounds Supervisor maintains and monitors the operation of all utility systems such as heating, ventilating and air conditioning. May be responsible for the housekeeping staff. Additionally, Building and Grounds Supervisor, a level I supervisor is considered a working supervisor with little authority for personnel actions. Requires a high school diploma or its equivalent. Typically reports to a manager or head of a unit/department. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members. Has no authority for staff actions. Generally has a minimum of 2 years experience as an individual contributor.     INTRODUCTION
    This classification performs a variety of tasks involving light labor in the maintenance, care, and cleaning of buildings, facilities, and grounds of the county facilities. Related work is performed as required.PRINCIPAL DUTIES
    (Duties assigned to this level include, but are not limited to, the following examples.  Any one position may not perform all listed tasks.)

    • Perform routine electrical, plumbing, and construction maintenance as needed.
    • Make minor repairs to toilets, faucets, sinks, etc.
    • Maintain heating system.
    • Perform external building maintenance such as painting, pressure washing, etc.
    • Replace burned out light bulbs.
    • Perform maintenance painting.
    • Adjust, clean, and oil equipment and change attachments.
    • Inventory, order, and refill equipment and cleaning materials needed to do the work.
    • Move and set up furniture.
    • Perform grounds maintenance and care such as pruning shrubs, pulling weeds, and sweeping steps and walkways.
    • Operate and maintain power equipment such as chain saws, pressure washers, various lawn equipment, etc.
    • Operate power cleaning equipment such as buffer, sweeper, and vacuum cleaners.
    • Wash windows, blinds, walls and ceilings.
    • Sweep, mop, scrub, wax, and polish floors.
    • Clean and disinfect water fountains.
    • Clean and sanitize restrooms and fixtures.
    • Empty wastebaskets.
    • Replenish restroom supplies.
    KNOWLEDGE, SKILLS, AND ABILITIES
    Knowledge
    • General knowledge of building principles and practices.
    • Knowledge of safety rules including OSHA rules to avoid injury to self and others or damage to equipment.
    • Knowledge of safety equipment and procedures.
    • Knowledge of grounds maintenance methods and equipment on a large scale.
    • Considerable knowledge and understanding of safety data sheets.
    • Knowledge of chemicals, solvents, and cleaning supplies used in custodial care of building.
    • Knowledge of cleaning methods, procedures, routines, equipment, supplies, and products used in custodial work in office buildings.
    Skills
    • Skill in carpentry, roofing, glass, and masonry.
    • Skill in general painting and staining.
    • Skill in electrical and plumbing.
    • Skill in the use of power tools including table, radial arm, power and skill saws; drills; grinders; sanders; power hammers; generators; air compressors; and power augers.
    • Skill in performing minor maintenance on equipment.
    • Skill in operating, cleaning, and grounds maintenance equipment.
    • Skill in using appropriate cleaning products.
    Abilities

    • Able to understand verbal and written instructions.
    • Able to read signs and directions.
    • Able to adjust to changes in priorities and work well under pressure.
    • Able to manage time efficiently.
    • Able to have the physical strength to withstand the strain of performing manual tasks for extended periods.
    • Able to meet and deal courteously with other employees and the public.
     
    QUALIFICATIONS
    • At least one year of responsibility in building and grounds maintenance, janitorial or custodial experience indicating an ability to perform the duties without direct supervision. 
    • Any satisfactory combination of experience, education, and training which demonstrates the ability to perform the work described may be substituted for the above. 
    • Must possess a valid Oregon driver's license at time of appointment and maintain an acceptable driving record.  
    • Must pass a pre-employment criminal history background investigation and a CJIS criminal history/background check before becoming a regular hire.

    SUPERVISORY CONTROLS
    The employee receives general instructions regarding the work to be done and the timeframes. Recurring routine assignments are independently performed by the employee on the basis of past experience.

    GUIDELINES
    Work is performed within department policies and procedures, building maintenance and gardening references, and equipment manuals. Guidelines are closely followed with little need for deviation.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT
    Work is performed both inside and outside. It can involve bending, climbing, kneeling, heavy lifting up to 50 pounds, pushing, pulling, stooping, extended periods of standing and walking, and exposure to cleaning and landscaping chemicals. Safety precautions eliminate most dangers.
