Building and Grounds Supervisor supervises and trains building and grounds maintenance staff. Oversees landscaping activities, the maintenance of sidewalks and parking areas, and the removal of trash and snow. Being a Building and Grounds Supervisor maintains and monitors the operation of all utility systems such as heating, ventilating and air conditioning. May be responsible for the housekeeping staff. Additionally, Building and Grounds Supervisor, a level I supervisor is considered a working supervisor with little authority for personnel actions. Requires a high school diploma or its equivalent. Typically reports to a manager or head of a unit/department. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members. Has no authority for staff actions. Generally has a minimum of 2 years experience as an individual contributor.     Supervises Building and Development Services staff. Reviews new development proposals for compliance with all applicable regulations, laws, and codes; assesses engineering designs for technical accuracy; directs decisions regarding development, terrain management, and floodplain-related issues.

    EXAMPLE OF DUTIES
    Supervises Development Review and Permit staff in Building and Development Services Division and provides instruction and training for employees; plans and assigns work; evaluates and approves leave requests and timesheets; checks final work to ensure compliance with established ordinances, policies and procedures. Evaluates, analyzes, and critiques development permit applications related to construction, terrain management, and flood plain; reviews technical reports on site plan applications, zoning requests, and subdivision development proposals and evaluates their compliance with the Santa Fe County Sustainable Land Development Code (SLDC) and other applicable local, state and federal statutes and regulations.Writes and reviews staff reports for public hearings and administrative cases. Ensures all staff reports identify and address the proposed development, SLDC requirements and whether the proposal meets code requirements.Recommends the hiring and promotion of employees; recommends salary increases and disciplinary actions; assists in the resolution of grievances and/or complaints; provides feedback on work performance and completes performance evaluations for employees. Assists in the preparation and implementation of the Division budget.Oversees and coordinates assigned Division projects and cases; drafts and implements policies and procedures.Coordinates scheduling of applications with staff, other divisions, and applicants; monitors progress of time and work product; manages applications to keep approvals on schedule.Consults with and advises architects, developers, engineers, and property owners about regulatory and statutory requirements; conducts and analyzes field investigations to compare topographic surveys with existing topography information and current submittals; oversees inspections of drainage complaints, mining operations, terrain management/final grading drainage, subdivision and development; conducts pre-construction meetings with Contractors, Engineers, Architects, etc. in conjunction with Public Works staff.Reviews and approves cost estimates for required improvements; conducts inspections to ensure site improvements are constructed in accordance with approvals; accepts and tracks financial guarantees for subdivision/development required improvements and works with the County Attorney to release funds as work is completed. Attends public hearings; prepares and presents technical and case reports to Boards and Committees.Provides factual or expert witness testimony as needed in court actions to present and defend County decisions related to development permit applications, the SLDC, Terrain Management, and Flood Plain regulations.Knowledge/Skills: Extensive knowledge of the principles and techniques involved in the development and maintenance of terrain and flood plain management; of accepted practices, laws and regulations related to zoning; and of the methods of statistical data analysis and evaluation.Skill in supervising, managing, training, and evaluating personnel.Ability to operate various word-processing, spreadsheet, database, and other software programs.Ability to conduct valid scientific appraisal and analysis of proposals and reports submitted to the County; to learn and apply County, State, Federal laws, regulations and procedures applicable to terrain management and flood plain issues; to communicate clearly and effectively, both verbally and in writing; and to develop and maintain budgets. Ability to prepare accurate, complete and legible reports and to present detailed, accurate, and objective oral presentations and responses to questions.Ability to establish and maintain effective working relationships with co-workers, applicants, other departments and divisions, other government agencies, and the public; to analyze and provide solutions to code, terrain and floodplain related questions.Ability to independently plan and organize work.

    SUPPLEMENTAL INFORMATION
    Working Conditions: Work is performed frequently in an office environment and outdoors in varied weather conditions with exposure to dust, fumes, airborne particles and/or allergens. Work involves high risk or potentially dangerous situations, exposure to hazardous materials, excessive noise, hostile individuals, and work near hazardous/moving equipment or machinery. Work occasionally requires the use of protective clothing, equipment, devices or materials. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear. Clarity of vision at long distance and short distance is required. Occasional evening work and overnight travel are required. Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
