    Duties Summary

    Inspects the construction, alteration, or maintenance of all types of buildings and structures, including multistoried buildings, for compliance with the provisions of the Building Code and other pertinent codes and ordinances, and for adherence to approved plans and specifications; and performs other related duties as required.

    Qualification Requirements

    MINIMUM QUALIFICATION REQUIREMENTS

    Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and


    • 3 ½ years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications.
    • 1 ½ years of work experience relating to building code enforcement.

    License Requirement: At the time of appointment, the candidate selected for hire will need to possess a valid motor vehicle operator’s license.

    Knowledge of: The Kauai County Building Code and other pertinent codes and ordinances; standard practices, methods, processes, materials, and tools used in building construction including standard formulae of structural stability and safety; the accepted safety standards; the legal procedures involved in enforcing building and zoning codes and ordinances.

    Ability to: Apply proper building inspection methods; read and interpret plans, specifications, blueprints, building and zoning codes and ordinances, and apply them to specific cases; enforce rules and ordinances with good judgement, firmness, and impartiality; detect poor workmanship, inferior materials, and hazards of fire and defects; deal tactfully with building contractors, work crews and the general public; prepare reports of inspections and investigations; keep records.

    Tests: Applicants may be required to qualify on an appropriate examination.

    Note: Calculation of experience is based on full-time, 40-hour work weeks and counted up to the last full month prior to the recruitment close date. Part-time experience will be pro-rated. Example: Twelve months of experience at 20 hours per week is equivalent to six months of experience. In addition, hours worked in excess of 40 hours per week will not be credited. Example: Twelve months of experience at 60 hours per week is equivalent to one year, not one and one-half years.

    Eligible lists may be used for temporary and permanent vacancies for the class of work during the life of the eligible list. Temporary appointments may lead to conversion to permanent employment.

    Substitutions Allowed:
    The following may be substituted for education:


    • Four (4) years of full-time general work experience may be substituted for a high school diploma.
    • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months).
    • An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.

    The following may be substituted for experience:
    • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications (15 semester credits = 6 months).
    • An Associate’s degree from an accredited community college, trades school, may be substituted for up to two (2) years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications.
    • A Bachelor’s degree from an accredited community college, trades school, may be substituted for up to four (4) years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications.
    • A Master’s or PhD degree from an accredited community college, trades school, may be substituted for up to one (1) year of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications.

    If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant.
