Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Description

    Key Responsibilities:
    • Manage and oversee Criminal Justice Statistical Analysis Center (CJSAC) staff within the office overseeing expenditures, allocations and reporting on grants received by CJSAC.
    • Train staff on budgetary development and planning techniques.
    • Review and approve grant budget requests.
    • Assists staff in the review of all legislation introduced to determine the fiscal implications and program ramifications concerning Justice and Public Safety Cabinet and the CJSAC.
    • Review and assist with scheduled financial reports and timelines including reimbursement and grant adjustments submitted by sub-recipients to federal and state grantors to ensure compliance, adherence to program regulations, and appropriateness.
    • Provide training and technical assistance to financial staff and sub-recipients as necessary to ensure adherence to program details, management, and compliance with state and federal rules, regulations, and award special conditions.
    • Keeps management apprised of changes or financial impacts. Advises management of budgetary concerns and offer sustainable funding solutions as budgetary concerns arise.
    • Serves as back-up for other managers in their absences as directed.
    • Performs other duties as assigned.
    Preferred Knowledge/Skills/Abilities:
    • Experience conducting eMARS transactions, reporting, adjustments, and reconciliations
    • Participation in annual closeouts, budget adjustments, and day-to-day processes involved in grants management including the completion of the Schedule of Expenditures of Federal Awards (SEFA).
    • Bachelor's degree or equivalent experience.
    • Prior responsibility for oversight and administration of federal grant awards, both as a primary and sub- recipient.
    • Prior responsibility for directly overseeing staff, including scheduling, supervision, and evaluation.
    • Excellent written and oral communication, including proficiency as a trainer/technical assistance provider.
    Minimum Requirements
    EDUCATION: Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS: Six years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.

    Substitute EDUCATION for EXPERIENCE: NONE

    Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or related field will substitute for the required education on a year-for-year basis.
