Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Tazewell County, Illinois is seeking an experienced, highly motivated and collaborative individual to serve as a Budget Director.

    Appointed by the County Administrator and under the direct supervision of the Assistant County Administrator/Finance Director, this position performs work of considerable difficulty in the planning, direction, management, and administration of the Finance Department including the areas of audit, budget, purchasing, accounts payable, and fixed assets; provides complex administrative support to the Assistant County Administrator/ Finance Director; performs technical and administrative tasks in the processing and maintenance of financial and budget-related data; assists in the preparation of the annual budget, schedule of federal awards, and external audit; assists with forecasting and analysis of revenue and expenditure trends and monitors them against adopted budget amounts; directs and supports departments in compliance with County, State and Federal budgetary and financial policies and regulations; assists with special projects and other activities as assigned. This is a full-time exempt position with a salary range of $64,895.04 to $81,077.04 annually.

    Responsibilities

    • Assists with managing and overseeing the day-to-day operations of the Finance Department and implements policies and procedures for the department.
    • Acts as Finance Director in his/her absence or unavailability, including providing direction and advice in the resolution of financial questions with department heads, elected officials, and county board members; preparing materials for the County Board and committee board agendas and attending meetings; ensuring preparation of the annual budget; ensuring continuity of the external audit; conducting the bidding process; completing assigned projects; making presentations; and performing other duties as assigned or required.
    • Serves as the direct supervisor for the Accounting Manager and Purchasing Manager. Interacts with management throughout the organization at all levels.
    • Maintains confidentiality due to the sensitive and confidential issues handled by the position.
    • Maintains a thorough understanding of the budget preparation process and assists throughout the process.
    • Assists with the procurement process, including explaining purchasing policy requirements, preparing bid documents, tracking questions, sending out addenda, and preparing results.
    • Assists throughout the preparation of the Annual Comprehensive Financial Report (ACFR) in accordance with Generally Accepted Accounting Principles (GAAP), including working to provide the external auditors with the necessary reports and information, coordinating with other departments, preparing necessary work papers and assisting with the Management's Discussion and Analysis section.
    • Assists with tracking grants, compiling the documentation, and reporting in accordance with OMB Circular A-133.
    • Conducts research and financial analysis; makes recommendations to the Finance Director on financial matters.
    • Serves as a resource to County personnel on the financial system and budget-related topics by attending user group meetings, developing policy and procedures, and learning the financial system.
    • Demonstrates ability to think and act independently and collaboratively.
    • Perform other assigned tasks as required.

    Minimum Qualifications

    • Must have a Bachelor's Degree from an accredited four (4) year college/university with studies in Accounting, Finance, Business Administration, or another related field, 2-4 years of experience in accounting with knowledge and understanding of Generally Accepted Accounting Principles (GAAP) OR equivalent combination of education, training, and experience
    • Experience in government finance preferred
