Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

    A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

    Examples of Duties

    Under the general supervision of the Assistant Superintendent of the Office of Fiscal Services, the Budget Director:
    1. Administers a broad budget preparation, execution, analysis and reporting program encompassing budget and fiscal management functions.
      a. Oversees the development of the annual budget and expenditure plan, ensuring review of existing budget and budget requests and supervises development of budget instructions in concert with the strategic plan;
      b. Ensures compliance with budgetary control policies and procedures governing position control and evaluates budget management of the Department;
      c. Recommends budget strategies, program funding, funds transfers, and restrictions;
      d. Analyses the Governor's allocation to DOE, distribution formulas, and criteria for distribution for equity and conformance to legislative intent;
      e. Conducts special studies and cost analyses, makes recommendations, prepares, and submits reports to the Assistant Superintendent and CFO.
      f. Plans, coordinates, and reviews, through intermediate supervisors, the work of the Budget Branch personnel. Oversees work activities through staff meetings, reports, and consultants providing services. Develops and administers the operating budget and expenditure plan of the Budget Branch.
    2. Directs and supervises budget research, analysis, special studies and evaluation for the DOE.
      a. Supervises long and short-range budget plans, and continuous review of budget resource standards to determine financial implications;
      b. Supervises the development of the overall budgetary and financial planning strategy;
      c. Directs analytical special studies of the budget, human resource requirements, and other administrative matters that culminate in the formulation of recommendations, policies, and procedures.
      d. Develops appropriate measurable objectives for DOE and staff that are aligned with the DOE's goals. Recommends development or revision of procedures in the Budget System.
      e. Serves as standard procedures coordinator for the Budget Branch, ensuring that on-line standard procedures are revise and/or developed as required. Serves as the Data Steward for the Budget Branch.
    3. Advises and assists the Assistant Superintendent and CFO on financial matters and budget development and execution.
      a. Accompanies or represents the Assistant Superintendent and CFO in meetings with the Superintendent of Education, Board of Education (BOE), Legislature, Departments, and other internal/external agencies to provide information and explanation on financial matters and budget development and execution;
      b. Directs and provides communication in memos, testimonies, correspondence, reports, and other requests for information from the Assistant Superintendent and CFO, Superintendent, BOE, Governor, Legislature, Departments, and other internal/external agencies;
      c. Serves as resource staff during the BOE, Superintendent, executive and legislative review of budget proposal, policies, and procedures;
      d. Makes presentations to BOE, Legislature, Departments, and other internal/external agencies as required;
      e. Performs liaison work during the external review of the DOE's budget by the Governor and Legislature by analyzing the adjustments made by them, and working with the staffs of the Department of Budget and Finance (B&F) and the legislative committees in defending DOE's budgets by submitting additional justifications as requested.
    4. Advises the Superintendent, Deputy Superintendent, Assistant Superintendents, Complex Area Superintendents, and school level personnel on budget policies and technical matters.
      a. Provides leadership, technical advice, and assistance in the development of budgetary guidelines, budget policy review and development, and interprets and applies budget practices to secure compliance with laws, rules, policies, and procedures;
      b. Meets with staff members of other Hawaii State agencies, such as the Department of Accounting and General Services (DAGS) and B&F, to correct budget and operational problems.
    5. Participates in the preparation, review, and analysis of monthly, quarterly, and annual financial reports for general, special, trust, revolving, and federal funds. Oversees the creation of new user reports to improve information review and analysis.
      Serves on any special or ad hoc committees involving budget reporting and analysis. Serves as back up presenter, along with other Office of Fiscal Services' directors, for BOE Finance and Infrastructure Committee Meeting or other BOE meetings as directed by CFO.
    6. Works closely with the Accounting Director and the Administrative Services Branch (ASB) to ensure that accounting codes, budget tracking and monitoring, and system requirements are addressed. Maintains positive working relationship with all directors in the Office of Fiscal Services and ensure deadlines are met in supporting other directors' requirements.
      Oversees budget systems and seeks to streamline budget processes.
      Works with Office of Information Technology Services (OITS) to create and edit reports and automate budget preparation and execution. Reviews, updates, and develops new policies and procedures for budget processes and ensures all personnel throughout the DOE are trained appropriately for budget preparation and execution and fiscal compliance. Ensures policies and procedures are aligned with the DOE's goals and objectives.
    7. Performs other related duties as assigned.


    Minimum Qualifications

    Education: Graduation from an accredited college or university with a bachelor's degree in business administration which included course work in accounting, decision sciences and management.

    Experience: Nine (9) years of responsible professional work experience in budgeting, accounting or auditing of which five (5) years shall have been in an education program, agency or system including two (2) years of supervision nof professional staff in budgeting or related functions.

    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

    Knowledge: Government accounting, including budgetary control and fund accounting systems and principles; business statistics; computer-based information systems; management and organizational behavior; principles and practices of supervision and management; laws, rules, regulations and administrative procedures pertinent to the public school system's operating budget.

    Ability to: Plan, direct, coordinate and evaluate central staff services in budget preparation, justification and execution; deal effectively with state, federal and departmental officials to accomplish program goals; provide department-wide consultation and advice regarding budgeting; communicate effectively with others both orally and in writing; operate various business machines.

    Desirable Ability to: Able to perform tasks using spreadsheet programs (i.e., Microsoft Excel).


    Supplemental Information

    SALARY RANGE: EOSR-10, $121,649 to $172,209.

    Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

    All others will be placed on the first step of $121,649.

    NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

    WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

    • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
    • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
    • Social Security: As an employer, the State also contributes to an employee's social security account.
    • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
    • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities.
