    • Responsible for the coordination of the area office's multi-year budget which includes all aspects of planning, analysis, formulation, justification, presentation, execution, and review.
    • Maintain the Work Breakdown Structure System including but not limited to issuing requests, performing audits on a quarterly basis, and cost authority closeout.
    • Extract data from financial reports, written documents, various procurement and obligatory documents to track and monitor usage and availability of budgeted funds.
    • Provide guidance, advice, and technical assistance to Area Office staff regarding financial and/or budget related information.
    • Prepare documentation for budget presentation and justification which may include draft capability statements; issue papers; budget narratives; Replacements; Additions; and Extraordinary Maintenance Program justification.

    Qualifications

    GS-09:
    Specialized Experience: One (1) full year of specialized experience equivalent in responsibility and scope to the GS-07 level; or its non-Federal equivalent that included experience assisting with financial program planning for an organization; using financial systems to review and track budget items; and preparing draft financial documents.
    OR
    Education: Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
    OR
    Combination of specialized experience and graduate education.

    GS-11:
    Specialized Experience: One (1) full year of specialized experience equivalent in responsibility and scope to the GS-09 level; or its non-Federal equivalent that included experience performing financial program planning for an organization; utilizing financial systems to review, finalize and track budget items; drafting financial documents including budget narratives and justifications; and developing recommendations for financial and/or budgetary actions.
    OR
    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
    OR
    Combination of specialized experience and graduate education.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    This vacancy announcement allows substituting education for experience at the GS-09/11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

    You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.     The full performance of this position is GS-11. Progression to this grade is neither guaranteed nor automatic. Advancement is dependent upon supervisory approval, progression of higher-level duties, your successful performance in the position, and satisfaction of time-in-grade and qualification requirements.

    You may be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period.

    Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    Category rating and selection procedures will be used to evaluate applications from this announcement.
