Management and Budget Analyst

  • Performs a variety of moderately complex activities analyzing and interpreting financial data to help inform the city’s decisions. Work involves analyzing of a variety of data including financial statements, budgetary documents, and operational plans and results, preparing budget documents and recommendations, evaluating operational policies, and researching and monitoring legislative changes. Prepares reports and conducts presentations of findings to internal leaders.
     
    Work is performed under limited supervision with latitude in the use of initiative and independent judgment. Position seeks technical guidance only on unusual or complex problems or issues. Reports to the Budget Manager or designee.The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Specific duties and responsibilities may vary depending on department or program needs without changing the general nature and scope of the job or level of responsibility. Staff may also perform other duties as assigned. 
     
    Assists in coordinating and implementing assigned events of the annual budget cycle process and implementation of the approved city budget; supports in preparing annual operating budgets, capital budgets, cash flow forecasts, and salary projections.
     
    Compiles financial reports related to cost and statistical analyses to support management in monitoring and making decisions regarding the organization's financial status and projections, including position control, staffing levels, and budget adherence.
     
    Assists in preparing the city's cost allocation plan to be included in the annual budget submission; reviews departmental budget narratives and financial data to ensure they are complete, accurate, and compliant with internal and external guidelines; assesses requests and offers financial advice as needed.
     
    Analyzes proposed program changes to determine forecasts for future expenses, including deficits, surplus, and overall impact to the city’s service delivery and tax and fee structure.
     
    Recommends changes in spending priorities based on assessment of departmental needs and available resources; evaluates revenues and expenditures and identifies trends and issues and proposes corrective actions. 
     
    Assists in developing and implementing the annual grants budget, ensuring that projects are adequately funded for the upcoming year.
     
    Supports the coordination of the City's Asset Management Plan (AMP) preparation; examines and analyzes department AIP proposals, including assessing the short-term and long-term financial implications related to AIP revenues and expenses.
     
    Analyzes and reviews the City’s Capital Improvement Program (CIP), including department proposals; prepares short-term and long-range costs implications associated with CIP revenues and expenditures.
     
    Defines assumptions for and forecasts future revenues, expenditures, and financial trends; analyzes sources of revenue and projects future income; advises appropriate city personnel of unusual or remarkable trends; conducts research pertaining to potential new or additional sources of revenue. 
     
    Analyzes proposed legislation and city ordinances to determine overall impact on city and program finances; revises, as necessary, ordinances to comply with state law; participates in the development and updating of budgetary, operational, and policy recommendations.
     
    Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
     
    Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.
     
    Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.
     
    Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

    Supervisory Responsibilities
    This position has no supervisory responsibilities.MINIMUM QUALIFICATIONS 
    Bachelor's degree in accounting, finance, business administration, or related field required; supplemented by at least two (2) years of experience in governmental budgeting; a master’s degree in accounting, finance, business administration, or related field and three (3) years of experience in governmental budgeting can substitute; or an equivalent combination of education, certification, training and/or experience.  
     
    Required Certifications and Licenses
    May be required to possess and maintain a valid State of Florida Driver License and the ability to travel independently from one city location to another or to offsite location/s.
     
    National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.  
     
    PREFERRED QUALIFICATIONS
    Master’s degree in public or business administration and two (2) years of experience with State of Florida governmental finance including the Truth in Millage (TRIM) process, budget analysis, forecasting, and budget preparation.
