  • Duties

    Duties include, but are not limited to, the following:

    Provide advice and general guidance to program and line managers on the interpretation of budget estimates and the formulation of budget requests in support of the programs of the facility;
    Review facility budgetary and program requirements to ensure conformance with established agency policies and the intent of Congress;
    Provide advice to organizational leadership on modifying budget estimates in response to the annual mid-year and fall reviews;
    Review initial budget submission to ensure that planning guidelines are followed and estimates for the fiscal programs are in line targets;
    Develop proposed budgetary and procedural guidance (i.e., format for budget estimates) for issuance to the organizations;
    Develop summary charts providing a synopsis of the facility's budget request and highlights issues with pertinent background information so that effective budget decisions can be made;
    Participate in the fund distribution process and controls and reviews assigned areas at the planning, apportionment, and allotment stages;
    Assist in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans;
    Review operating plans for conformation with established policies, plans, and objectives;
    Evaluate operating plans for reasonableness of workload, obligations, and outlay data, ensuring monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments;
    Review actual obligations, outlays, and workload levels to highlight potential operating and financial problems, taking appropriate action when necessary;
    Investigate and explain deviations from fiscal operating plans and program objectives;
    Develop monthly analyses of program actual and possible trends, with detailed explanation of significant deviations;
    Develop additional analysis providing historical data of programs;
    Prepare special analyses, studies, and reports as requested by the supervisor and higher authority;
    Initiate, develop, and conduct special studies relating to facility business lines and ancillary programs accounts;
    Perform other related duties as assigned.

    This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-11. At the GS-07 and GS-09 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

    Work Schedule: Monday thru Friday, 8:00am - 4:30 pm.

    Qualifications

    To qualify for this position at the GS-7 level, you must meet one of the following criteria:

    EDUCATION: Possess at least one full year of graduate level education directly related to the work of the position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

    OR

    SUPERIOR ACADEMIC ACHIEVEMENT (SAA): To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree qualifying for the position to be filled and meet one of the following:
    1) A grade-point average of "B" (a G.P.A. of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two (2) years of undergraduate study.
    2) A grade-point average of "B " (a G.P.A. of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two (2) years of undergraduate study.
    3) Rank in the upper one-third (1/3) of your class in the college, university or major subdivision.
    4) Membership in a national scholastic honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

    EXPERIENCE: Possess at least one full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal Service. Specialized experience includes: performing assistant type financial work requiring a basic knowledge of standardized practices related to accounting, budget administration; reviewing budgetary documents for completeness and accuracy; gathering, reviewing, verifying, and consolidating a variety of financial data needed in the formulation and presentation of budget requests; using automated financial software and Microsoft Office programs to prepare financial spreadsheets, reports. NOTE: Experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

    OR

    COMBINATION OF EDUCATION AND EXPERIENCE: Possess an equivalent combination of education above a bachelor's degree that is directly related to the work of the position and specialized experience equivalent to the GS-5 level as described above to meet the qualification requirements for this position. NOTE: Your experience must be documented in your resume and transcripts are required.

    Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers, and similar items. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
