Budget Analyst (Scorekeeping)

  • Duties

    CBOs Budget Analysis Division seeks an analyst to work in its Scorekeeping Unit, which coordinates cost estimates for the 12 annual appropriation bills at each stage of House and Senate action, tracks the budgetary effects of newly enacted laws, and prepares reports that the Congress uses to enforce rules and procedures of the budget process.
    The analyst will coordinate estimates for appropriation bills, collaborating closely with other analysts in the division, and contribute to scorekeeping reports related to budget enforcement. The analyst will work closely with the staff of Congressional committees in particular, the House and Senate Committees on Appropriations and the Budget. The analyst also will review proposals in the Presidents annual budget, assist in preparing CBOs baseline budgetary projections, and contribute to an annual report, Expired and Expiring Authorizations of Appropriations.
    The analysts portfolio will include two annual appropriation bills, to be determined at the time of hiring.

    Qualifications

    Candidates must have a graduate degree in public policy, public administration, or a related field or a bachelors degree and at least four years of relevant federal budget experience. Because of the often-rapid pace of the units work (which is closely tied to the flow of legislative activity in the Congress), the ability to manage multiple tasks simultaneously, frequently under tight deadlines, is essential. The position requires strong organizational and analytical skills and strict attention to detail. Very strong communication and interpersonal skills especially the ability to communicate complex material clearly and concisely to colleagues and Congressional staff members are required. Familiarity with the federal budget process and Congressional procedures is strongly preferred. Experience working with and managing databases is beneficial, as is proficiency with Excel.
    Candidates must be able to obtain and maintain a Tier 1 (NACI) investigation.
