    The Division of Student Affairs and Success (DSAS) provides campus-wide coordination and leadership for student success programs and activities across departments, divisions, colleges, and administrative units. DSAS includes the Student Success Evaluation & Research Center (SSERC), Student Achievement and Equity Innovation, Student Health and Wellness, the Career Center, and Student Development and Engagement/Dean of Students.

    JOB SUMMARY

    Under the general direction of the Associate Dean of Students & Chief of Staff, the KZSC Broadcast Advisor is responsible for supervising and coordinating all aspects of station operation. The Advisor provides continuity and consistency to the academic and experiential learning environment at KZSC-FM.

    The Advisor serves as the station's Chief Operator and Program, Education, and Development Director, making sure KZSC and its equipment are operational, up-to-date and that the station remains financially solvent. The Advisor also designs and oversees all of the teaching and training at the station and develops standards and strategies that shape all of the programming on the station. The Advisor also provides day-to-day advising for over 20 student Governing Board positions. The Advisor arranges additional workshops and seminars for the staff including instruction in group dynamics and personnel management (communication, hiring and dismissal policies), team building skills, conflict resolution techniques, diversity and Title IX training, counseling, project management, and other leadership management skills. Quarterly workshops, seminars and trainings also include instruction in fundraising (all KZSC students and community members participate in fundraising which brings in approximately $45,000 in donations each year), research methods and reporting skills, media law, safety and security practices, and software and web-based services that are used extensively in the station's daily operations.

    JOB DUTIES

    30% - Student Training, Advising and Development
    • In collaboration with Crown College, the person employed as Class Instructor, and the KZSC student Governing Board, the Advisor designs a training course titled Introduction to Radio-a 5 unit course that is offered in the fall, winter and spring quarters. Instruction includes FCC rules and regulations, media law, First Amendment issues, music presentation and interviewing skills along with air studio, production studio and remote broadcast equipment operations.
    • Coordinates other formal academic partnerships between KZSC and all academic departments, by developing the learning outcomes and activities for internship placements and Independent Study classes. Insures class content and/or internship proposals are academically sound, presentation is correct and that the submission of student grades and evaluations are completed in a timely manner.
    • Educates and advises students ad hoc on matters related to FCC rules and regulations, First Amendment issues, programming policies, studio and field production methods, community events, issues, data, and research methods, and areas of station administration such as establishing goals, delegation of responsibility, planning, organizing, leadership and budgeting.
    • Updates and/or develops manuals such as the KZSC Handbook and Business Manual and assures consistent and clear communications to KZSC staff in the form of regular informational memos and updates to quarterly all-staff meetings.
    • Responsible for educating and advising students on creating/maintaining a consistent diversity/outreach/retention program.
    • Creates and maintains a positive learning environment for the student staff by encouraging creativity, open-mindedness, collaboration and professionalism.
    • Serves as a mentor in the Chancellors Undergraduate Internship Program to assure UCSC students understand the opportunities available to them through KZSC and gain valuable leadership experience.
    • Assures responsibilities and leadership opportunities are assigned to KZSC student and community volunteer staff while insuring the KZSC license remains intact by ensuring state, federal and University rules and regulations are adhered to and by protecting University property, funds and the UC Regents broadcast license.
    • Maintains current knowledge of all on and off campus liability concerns as they relate to UCSC/KZSC and assures all campus Risk Management procedures and policies are followed as required.
    • In collaboration with the student Governing Board and Program Review Committee, selects and invites speakers from off-campus and on-campus units (such as University Advancement, Risk Management, Public Relations, the Chancellor's Office, various Vice Chancellors and the Title IX/Sexual Harassment Officer) for on-air and/or presentations for KZSC staff and listeners.
    • Facilitates student interaction with other campuses through the University of California Radio Network. Organizes travel to UCRN events twice a year, and organizes a UCRN conference held at UCSC once every three years, approximately. Identifies and organizes travel to other student development opportunities as they arise.
    • Advises the Program Review Committee in appropriate programming decisions as required by campus, Federal Communication Commission and KZSC policy/regulations while maintaining neutrality regarding Program Review Committee programming/scheduling decisions. Assures Program Review Committee understands the mandate that students comprise at least 70% of the station's non-summer programming staff.

    20% - Business and Budgetary Analysis
    • Supervises the Underwriting and Marketing Manager, and collaborates with them to set strategies for station development. Collaborates with the Underwriting and Marketing Manager and the student teams for marketing, underwriting and events to set goals, budgets, and themes of station marketing and promotional materials, to develop and organize new fundraising events, and to pursue new underwriting sponsors. Ensures that these employees, teams, and the station staff work together to generate adequate income through membership fund drives, underwriting, grant writing and station promotions to sustain and improve operations.
    • Develops strategic, short and long-term plans in collaboration with UCSC's Student Development and Engagement Principal Budget Analyst and Associate Dean of Students & Chief of Staff.
    • In collaboration with UCSC's Student Development and Engagement Principal Budget Analyst and Associate Dean of Students & Chief of Staff, works to identify, develop, and budget for new staff positions or service contracts that can aid the operation, fundraising, training, and other core functions of the station. Writes job descriptions, application requirements, recruitment ads, and other materials to recruit a broad pool of qualified candidates for any positions at the station. Reviews all application materials and interviews candidates for all positions. Supervises and trains new hires and helps to provide new development opportunities for incumbents.
    • Administers fiscal oversight of the sub-unit in compliance with internal campus control guidelines; generates monthly financial statements and submits annual budget and quarterly financial statements as requested.
    • Prepares a variety of campus and federally mandated reports including maintenance of the FCC Public File and University Advancement/Cashiers Office financial statements.
    • Supervises the student Business Manager; trains the student in overall knowledge of organization's budget status, campus financial procedures and how to deliver monthly financial statements to the Governing Board.
    • In coordination with UCSC's Student Development and Engagement Principal Budget Analyst, Associate Dean of Students & Chief of Staff and UCSC Real Estate office, conducts contract negotiations with tower tenants and solicits bids for various services from outside vendors for KZSC.
    • Continually performs an analysis of KZSC's income and expenses; investigates and implements new revenue generating resources such as intramural and extramural grants and business sponsorships in coordination with University Advancement, and Student Development and Engagement.

    20% - Student Supervision
    • Supervises the hiring, training and performance evaluations of all student leadership positions at KZSC including Station Manager, Program Director, Business Manager, New Media Director, Program Review Committee members and Chancellor Undergraduate Interns.
    • Reviews, edits and proofreads KZSC written materials prior to public release; establishes workflow, station priorities, interprets policy, coordinates phases of work with others and insures deadlines are met.
    • Assists student New Media Director to assure website social media content, web pages and web stream are consistent with KZSC's overall web goals and that they respect the copyrights of artists and businesses and conform to media laws and regulations.
    • Assures student leaders receive management training in process and procedures such as the hiring of student staff, business acumen, short and long-term planning decisions for purchasing of equipment and funding promotional projects and activities.

    15% - Radio Facility Maintenance
    • Responsible for the maintenance, repair, installation, and inventory of all equipment necessary for the proper operation of KZSC terrestrial broadcasts and web operation. Manages the work of all contracted and/or employed engineers and webmasters.
    • As Site Manager for KZSC's tower location serves as a liaison with tower tenants and various University departments. Oversees all work at the transmitter site and on the broadcast tower at the site, and shuts down all of the radio frequency transmissions to ensure the safety of tower workers.
    • Assures tracking system for inventoried equipment and is responsible for orderly appearance, security, and maintenance of the KZSC building and equipment.
    • As Disaster Coordinator for the Student Music East building, conducts training and implements disaster evacuation procedures.
    • This position must carry a university cell phone and must be reachable at all times in case of natural disasters and/or station emergencies that hamper normal broadcast programming or emergencies that affect staff or programmers.

    10% - Liaison and Outreach Coordinator
    • Works independently to maintain a broad range of working relationships with campus students, staff and academic personnel, campus units, off-campus agencies, other area radio stations and the general public to analyze, explain, implement and follow FCC, University, and other applicable policy, procedure, programs and activities.
    • Represents the station to the campus and community assuring that complaints are addressed consistent with University and FCC policy.
    • In coordination with the Associate Dean of Students & Chief of Staff, interfaces with Student Conduct and University Counsel to establish, interpret and implement policies necessary to maintain legal compliance with all facets of broadcasting.
    • Cultivates full understanding of University protocols, Student Development and Engagement's mission and assists in the development of partnerships with other campus and student organizations.
    • Conducts annual evaluation of program quality, demographic profiles of participants, extent of program usage and analyzes future needs.

    5% - Other Duties as Assigned
    • Participates in professional development as it relates to the Broadcast Advisor's position.
    • Assumes and completes other tasks as assigned.

    REQUIRED QUALIFICATIONS
    • Bachelor's degree in related area and / or equivalent experience / training.
    • Extensive knowledge of FCC rules, regulations and broadcast management; background in public affairs programming policies with an emphasis on First Amendment issues.
    • Extensive experience in the management of radio broadcast equipment, sufficient to both instruct in their use and troubleshoot equipment or maintenance problems.
    • Credentialed teaching background or equivalent experience.
    • Experience in noncommercial radio policies and procedures, nonprofit fundraising, and on-air experience.
    • Demonstrated knowledge and experience in the application of principles and practices of student development, mentorship, and organizational development.
    • Demonstrated knowledge of the issues facing diverse students in a University setting and experience addressing these issues.
    • Proven effective conflict resolution and mediation skills.
    • Experience managing broadcast underwriting Accounts/Receivables: including collections, cash application, reconciliations and monthly reporting.
    • Experience in training volunteers and/or employees in on-air programming.
    • Experience in supervising student noncommercial radio staff.
    • Related experience managing contract employees, engineers, and/or facilities maintenance staff.
    • Knowledge of web design, operation, social media, computer networking, and web streaming technology.
    • Demonstrated excellent written communication skills.
    • Demonstrated excellent oral communication skills.
    • Demonstrated organizational and time management skills to independently complete competing assignments simultaneously within established deadlines.
    • Problem solving and analysis skills sufficient to accept equivocal circumstances and take action where answers to a problem are not readily apparent.
    • Strong negotiation skills.
    • Judgment in assessing and accomplishing work assignments within a complex and sensitive political and social environment.


    PREFERRED QUALIFICATIONS
    • Advanced degree in related area.
    • Credentialed teaching background or equivalent experience.
    • Familiarity with and understanding of a college or university environment as it relates to media.


    SPECIAL CONDITIONS OF EMPLOYMENT
    • Selected candidate will be required to pass a pre-employment criminal history background check.
    • Ability to attend a multitude of evening and/or weekend meetings throughout the year with advance notice.
    • Ability to be on call 24 hours a day for natural disasters or station emergencies.
