Branch Review Specialist conducts branch internal audits to determine whether business controls are sufficient and effectively executed in accordance with bank policies and procedures. Tests established procedures to ensure operational efficiency within branch offices. Being a Branch Review Specialist determines whether branches are performing their planning, accounting, custodial, or business control activities in compliance with management instructions, policies, and procedures. Evaluates functions and activities in assigned areas to determine the nature of operations and the adequacy of systems to achieve established objectives. Additionally, Branch Review Specialist recommends corrective actions and improvements. Requires a bachelor's degree. Typically reports to a supervisor or manager. The Branch Review Specialist occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.   • AvantGarde, LLC (AG) seeks to engage a Federal Human Resources Retirement and Benefits (A&R) supports the AG client on site at the Architect of the Capitol (AOC), a Title II agency, Human Capital Management Division, Employee Benefits and Services Branch, and will review, audit and track Senate Office Buildings employees’ electronic Office Personnel Folders (eOPF) to verify retirement codes, service computation dates and employee service histories and profiles in GRB database; is a Full-time position, anticipated at 40 hours a week, in Washington, DC; work is primarily remote, with a minimum 2 day per month onsite presence.  

     

    The WORK

    • Assists federal staff in providing orientation and counseling on the federal benefits and retirement programs such as: Federal Employees' Retirement System (FERS), FERS-Revised Annuity Employees (FERS-RAE), FERS-Further Revised Annuity Employee (FERS-FRAE), Civil Service Retirement System (CSRS), Civil Service Retirement System-Offset (CS-Offset), the Federal Employees' Group Life Insurance Program (FEGLI), Federal Employees' Health Benefits Program (FEHB), Federal Dental and Vision Insurance Program (FEDVIP), Federal Flexible Spending Accounts (FSAFEDS), Federal Long Term Care Insurance Program (FLTCIP), Thrift Savings Plan, and other benefits.
    • Supports federal staff in providing guidance involving employees returning to and/or transferring to the Federal Government who are eligible for coverage under either FERS, FERS-RAE, FERS-FRAE, or CS-Offset, as to the provisions of each retirement system.
    • Assists in providing timely and accurate counseling to employees who are new or are potentially leaving Federal service on retirement and benefits implications and options.
    • Calculates annuity estimates for employees that help to inform employee retirement decisions.
    • Assists in reviewing retirement applications for completion and accuracy.
    • Helps interpret existing policies and procedures in response to inquiries from employees and prepares appropriate correspondence consistent with applicable regulations, policies, and procedures.
    • Assists in counseling retired military employees when it may be advisable to waive their military pension to permit the military time to be credited for civilian civil service annuity purposes.
    • May support in the counseling of families/beneficiaries of deceased employees concerning payable benefits and provides expert technical information and/or assistance in the completion of the required forms.
    • Supports in interpreting and assisting in providing counseling on the complex Civil Service Retirement Spouse Equity Act (P.L. 98-615) which permits, with a qualifying court order, the awarding of a FERS-RAE, FERS, CSRS or CSRS-Offset survivor annuity to the former spouse of a federal employee or retiree.
    • Provides detailed information to employees regarding the way military service is credited for Federal retirement purposes, computes and advises veterans of the amount of necessary deposit for post-56 military service (based on military pay received) and informs employees of the options available for making military service deposits.
    • Performs a variety of complex computations to advise employees and survivors on retirement, disability retirement, deposits and redeposit, and social security offsets.
    • Monitors processed retirement cases through the Retirement Processing System of the National Finance Center (NFC) to ensure compliance with the Office of Personnel Management (OPM) timeframes for case processing and coordinates with NFC and/or OPM to resolve issues and/or problems.
