    Position Overview:

    This position serves as a Contract Administration Analyst for the Agency and must possess an advanced working knowledge of contract drafting, formatting, and reviewing scopes of work. This is a professional position which reports to the Contract Administrator, in the Contract Administration Unit (CAU). The incumbent must have advanced working knowledge of state procurement and contracting laws as well as advanced knowledge of database management and reporting, and must work independently, with minimal direction. This position serves as the most senior-level analyst in the CAU, and therefore, must demonstrate a high degree of consistent work performance, reliability, and leadership among peers within the unit.

     

    This position is responsible for Developing and processing complex contracting documents, including but not limited to: Contracts; Agency Grant, and Settlement Agreements; and Amendments. Drafts and/or reviews scopes of service and provides advice and suggested language changes as appropriate.  Ensures all scopes of service are in compliance with applicable laws, rules, policies, and good purchasing practices.  Meets with appropriate program office staff, as needed, to ensure a full understanding of scope of service, program, purpose of contract, etc.

     

    Provides technical assistance to contract managers and management regarding procurement rules and regulations.  Assists in resolving complex contracting issues.

     

    Assist with the development and administration of the Agency Contract Manager training program, including developing training materials; conducting training; and providing updates to Agency Contract Managers, as necessary.  Serves as the lead trainer for the Contract Administration Unit.

     

    Keeps abreast of changes in law and rule affecting procurement and/or contract administration.  Ensures the review and update, development, and implementation as appropriate, of all applicable Agency procurement and contract administration policies, procedures, templates, unit forms, desk reference materials, and trainings, ensuring incorporation of all applicable laws, rules, and regulations.

     

    Ensure assigned audit requests (Internal Audit, Auditor General, DFS, etc.) are responded to accurately and promptly.  Reviews audits with Agency contract managers and processes amendments when required.

     

    Performs annual contract manager file reviews, including finding deficiencies; assisting contract managers with development of corrective action plans; and ensuring follow up on corrective action plans, as appropriate.

     

    Reports the status of projects to the Contract Administrator on at least a weekly basis.  Brings administrative matters to the Contract Administrator’s attention as appropriate. Attends meetings, conferences, one-on-one sessions, etc. as needed.  Performs special projects and/or other related duties as required.

     

    Other duties and responsibilities as assigned. 

     

    This is an anticipated vacancy.

     

    This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.
