    Our Organization and Mission:

    The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida, including receipt and processing of license applications; collection and auditing of taxes and fees paid by licensees; and enforcement of the laws and regulation of the alcoholic beverage and tobacco industries, pursuant to Chapters 210, 561-565, 567-569, Florida Statutes. The division's three bureaus - Licensing, Auditing and Enforcement - comprise a team of approximately 330 personnel fulfilling the regulatory obligations of the division throughout the state.

     

    The Work You Will Do:

    The Operations Review Specialist is a professional position assigned to the Office of the Director of the Division of Alcoholic Beverages & Tobacco in Tallahassee.  This position is assigned to a unit consisting of three full-time positions, as well as assists the Division’s Legal Counsel as part of the rule development process.  The selected candidate will be required to perform the following job expectations:

    •           Coordinates all aspects of license discipline case processing and tracking.  This includes managing license denial cases and disciplinary actions issued to licensees, maintaining information about the current status for all open administrative cases and ensuring district personnel are kept up to date on each case.  Provides case status information to division legal personnel, as well as the presiding hearing officer.  Coordinates filing documents with the Agency Clerk’s Office.  Distributes and arranges the service of final orders.  Uses technical and legal writing skills to open, close and amend final orders relating to administrative case files.  Establishes timetables and criteria for input and removal of critical data base information relating to administrative cases.  Certifies processing of final orders, consent orders and amended orders.  Assists with administrative tasks, correspondence, and requests for information about administrative cases.  Issues the final orders submitted by division personnel. 

    •           Compiles, research, and prepares responses to internal and external customers.

    •           Maintains direct communication and answers requests for information from the Bureaus of Licensing, Auditing and Enforcement concerning any pending administrative cases.

    •           Develops and improves case processes using current technology.

    •           Coordinates implementation of new and revised laws, rules, policies and procedures.

    •           Provides training to division team members relating to administrative cases, as well as any statutory, regulatory, or policy changes.

    •           Assists the Division’s Legal Counsel as part of the rule making process.

    •           Assists in the rule promulgation process for the adoption of the Division’s rules and forms.

    • Ability to observe, receive and obtain information needed from all relevant sources.
    • Ability to prepare correspondence and administrative reports.
    • Ability to understand and apply applicable rules, regulations, policies and procedures.
    • Ability to utilize problem-solving techniques.
    • Ability to work independently.
    • Ability to plan, organize, and coordinate work assignments.
    • Ability to communicate effectively verbally and in writing.
    • Ability to employ active listening skills.
    • Ability to establish and maintain constructive and cooperative working relationships with others.


    Minimum Requirements: 

    • Must be a current employee of the Department of Business and Professional Regulation.
    • Must have a minimum of five years of successful customer service experience in person, over the telephone and by written communication.
    • Must have a strong employment background where Microsoft Office programs including Word, Excel, and Power Point are used on a daily basis for a minimum of three years.
    • Must be proficient in the use of Versa and OnBase programs.

    Preferred:

    • Experience working in an environment that requires attention to detail and consideration of confidential or sensitive information and records.
    • Demonstrated record of strong verbal and written communication skills.
    • Past work experience in an area where the employee works independently.
    • Strong knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
