The Branch Review Specialist occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function. Treatment Courts Training & Development Specialist

    We are pleased to announce that the Statewide Programs Unit within the Court Services Division of the State Court Administrator’s Office is looking for a skilled Training & Development Specialist for the state Treatment Court program. The Training & Development Specialist will assess needs, develop content, deliver, and evaluate court training and educational activities for 70 treatment courts in Minnesota.  The following are examples of major job duties expected for this position to perform.
    • Create an annual training plan for treatment courts, specific to roles and type of treatment court. 
    • Design and develop curricula for all statewide treatment court education and training needs, including identifying audience, goals, learning needs and methods.
    • Facilitate trainings and meetings in virtual, in-person and hybrid formats to internal and external audiences. 
    • Review, revise, and update training materials at least once per biennium. 
    • Curate presenters and plan the biennial statewide Treatment Court Conference. 
    Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.
    Minimum Qualifications
    • Possession of a bachelor’s degree from an accredited college or university in education, behavioral science, public, business, information technology, court administration, or related field.
    • 1-2 years of experience in teaching, training and/or educating professional audiences.
    Knowledge, Skills, and Abilities
    • Knowledge of the basic principles of adult education, training, and employee development
    • Knowledge of court procedures, legal documents, laws, and legal factors pertaining to the court.
    • Ability to apply and provide content matter expertise to training initiatives.  
    • Ability to establish and maintain effective working relationships to collaborate with external and internal stakeholders.
    • Ability to assess, recommend, and implement various training policies and procedures, and initiate program improvements. 
    • Ability to teach and create learning opportunities. 
    • Ability to prepare reports and communicate effectively, both orally and in writing. 
    Preferred Qualifications
    • Familiarity with best practices for treatment courts, including standards set by All Rise (The National Association of Drug Court Professionals). 
    • Thorough knowledge and application of the theory, principles, and practices of curriculum development and adult learning needs. 
    • 3-5 years of experience in employee training and adult education in a judicial or legal environment. 
    Salary
    The expected starting salary range for external candidates is $29.74-37.90 per hour ($62,097-79,135 annually). The full salary range for this position is $29.74-46.05 per hour ($62,097-96,152 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

    This full-time position is classified as Training and Development Specialist. The position will typically work normal business hours Monday through Friday, with occasional hours outside normal business required. This work will be conducted in a hybrid environment with 3-4 days per month in person at the Minnesota Judicial Center in St. Paul, Minnesota. Additionally, business travel is required 6-8 times per year.
