    Principal Duties and Responsibilities

    Essential Functions

     

  • Manage project management teams across the OTC project portfolio to ensure the most efficient delivery methods are utilized for each key initiative.
  • Leads the IT project planning process to ensure proper linkage and coordination with IT strategic planning, budgeting processes and the OTC’s short term and long term strategic and tactical initiatives.
  • Identification and implementation of changes to existing standards, processes and culture to ensure the most effective lean processes are deployed across the diverse project portfolio.
  • Mentoring and building and sustaining a high performing PMO team that is characterized by exceptional leadership, strategies, people, best practices/processes and execution.
  • Serve as the focal point for communications and information relating to all IT projects.
  • Establishes a system for quantifying project benefits to facilitate fact-based decision making.
  • Develop and nurture client, constituency, peer, staff and vendor relationships built on trust, collaboration, commitment, accountability and results.
  • Develop and implement pragmatic metrics for measuring and reporting phase, project and portfolio results at appropriate points.
  • Responsible for implementing and governing the adherence to project management standards, templates and practices established by the PMO.
  • Ensure that OTC change management processes are appropriately optimized and followed; management documentation is created and updated; necessary approvals are obtained for Change Control documents.
  • Recognize impacts and outcomes of planned project activities on other projects and develop plans to avoid negative outcomes.
  • Facilitate processes within IT for forecasting, identifying and assigning project resources and monitoring and evaluating their performance (including hardware, software, physical and people resources)
  • Perform project audits and quality assurance reviews as appropriate to ensure that gaps or opportunities for improvements are identified and implemented to ensure efficient use of all resources is delivered on all projects.
  •  Monitors and stays abreast of technological, legal and operational changes that affect the activities and work processes of the PMO; makes recommendations for and develops and carries out improvements to the PMO to meet changing requirements.
  • Ensure that the PMO team members have the appropriate knowledge and experience to perform their role.
  • If necessary, arrange the training required to provide the team members with the appropriate skills and knowledge.
  • Responsible for the selection, training, professional development and evaluation of PMO team ensuring direct reports understand the culture and values of the company.

  • Maintain regular and predictable attendance.
  • Must be able to attend face to face meetings on short or little advance notice.
  • Work requires in-person collaboration among colleagues and contractors.

  • Perform all other responsibilities commensurate with OTC’s Project Management methodology.

    Knowledge, Skills, and Abilities

    • Demonstrated effectiveness in complex problem-solving situations, excellent interpersonal communications, good planning and organizational skills are required.
    • Proficient written and oral communication skills
    • Working knowledge of Microsoft Project
    • Working knowledge of Jira
    • Working knowledge of Microsoft Office suite of products
    • Good understanding of the business or function for which projects are assigned.

     

    Education

    • Bachelor’s degree in Information Technology, Business Administration, related field or equivalent combination of education and experience
    • PMI Project Management Professional (PMP) certification preferred.
    • Agile certification and/or practical experience equivalent

     

    Experience

    • Minimum of 5 years Project Management and/or organizational management experience including leading other project managers and business analysts
    • Minimum of 5 years experience leading business analysis teams
    • Minimum of 5 years experience with Project Management Systems/Applications
    • Minimum of 3 years agile experience with scrum as a scrum master or product owner
    • 5 years business/industry knowledge preferred.
