    JOB DESCRIPTION

    DEPARTMENT: Court Administrator's Office (311)

    CLASS TITLE: Pre-Trial Services Bond Officer

    SALARY RANGE: $52,604 - $81,689

    REPORTS TO: Bond Office Supervisor

    CLASS DEFINITION: Under the general supervision of the Bond Officer Supervisor, the

    incumbent of this position conducts interviews to compile information for judges making
    bond recommendations for arrested persons charged with state felony and
    misdemeanor offenses. Additionally, the incumbent of this position will be responsible for
    developing and maintaining relationships with Court’s vendors, departments, and
    partners and any pre-trial defendants as assigned. This position requires work on the
    8:30am-5:00pm shift with occasional coverage of shifts from 4pm-12am or 12am-8am
    required.


    JOB DUTIES:

    PRE-TRIAL SERVICES

    • Assists the Pre-Trial Services Coordinator in identifying areas for the

    improvement of pre-trial services, the development and implementation of
    projects and initiatives in pre-trial services, and with other support as Pre-Trial
    adapts to fit the needs of the pre-trial population.

    • Manages a caseload of pre-trial defendants for weekly reporting and court
    reminder purposes, including documentation of contact and entry into pre-trial
    case management system.

    • Assists pre-trial defendants in locating services in the community such as
    accessing employment, mental health services, and substance use treatment.

    • Attends court as assigned, including bond hearings, associate, and circuit
    divisions as needed and provides information, education, and support to judges,
    attorneys, and defendants regarding available pre-trial and community-based
    services and the performance of defendants on bond.

    • Reviews and follow ups with Court vendors and pre-trial defendants, and
    determines intervention for various programs.

    • Completes data entry and court reminder entry into pre-trial case management
    system.

    • Performs other work as required. As a newer initiative of the Pre-Trial Release

    Office, Pre-Trial Services is a dynamic program that both investigates and
    responds to the pre-trial needs of judges, attorneys, and especially defendants.
    As such, the duties and responsibilities of staff change as we understand these
    needs better and incorporate the growing body of evidence on what works in pre-
    trial release.


    BOND OFFICER


    • Conducts interviews, which include: meeting with arrested persons, verifying

    information with family members or other community contacts, and creating a
    REJIS criminal history record on newly processed prisoners at The St. Louis City
    Justice Center. Bond officers should provide each person with the opportunity to
    complete a Missouri State Public Defender application and ensure accuracy and
    completion of the application.


    • Through the interview process, secures information concerning matters related to

    the accused that are pertinent to setting the conditions of release including:
    family ties, employment, financial resources, character, mental condition, length
    of residence in the community, record of convictions, record of appearance at
    court proceedings or flight to avoid prosecutions or failure to appear at court
    proceedings. Based on this information the officer will make recommendations
    regarding bond and conditions of release.


    • Additional duties may include preparing and signing recognizance, bondsman,
    property, 10% and full cash bonds.

    • Investigates the qualifications of prospective sureties for property bonds.

    • Instructs individuals released on recognizance of their obligation and
    responsibilities to the courts.

    • Advises the public, attorneys, and others of the conditions of release.

    • Collects monies received on 10% and on full cash bonds.

    • May act on behalf of the Pre-Trial Release Bond Officer Supervisor during their

    absence on limited, routine matters. Contacts Bond Officer Supervisor regarding
    unusual or difficult issues.


    • Maintains supplies and equipment for Pre-Trial use at the Justice Center.

    • Works first, second, or third shift and occasional holidays and weekends if

    needed. Provides PTO coverage for other full-time bond officers.

    • Performs other related work as required.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    • Considerable skill in communicating effectively, both verbally and in writing.
    • Considerable knowledge of the laws relating to recognizance release and bond
    setting.

    • An understanding of and commitment to evidence-based strategies to support

    participants to their successful completion of the pre-trial phase of a criminal
    case.


    • Working knowledge of community-based services in the St. Louis Metro area.

    • Ability to work on any shift as well as occasional holidays and weekends if
    needed. Work is usually performed on weekdays.

    • Strong ability to work with technology resources including data and data

    management and case processing systems.

    EDUCATIONAL REQUIREMENTS AND EXPERIENCE QUALIFICATIONS: Any combination
    of training, education or experience which demonstrates the potential ability to perform the
    duties of the position which must include a BA or BS Degree in Criminal Justice, social work, or
    closely related social services field. Two to three years of experience in a criminal justice or
    social services agency preferred. EOE.

    OTHER SPECIAL QUALIFICATIONS:
    Must be at least 21 years old. Required to pass background check for addition to the Court’s
    bond insurance.
