Benefits Director oversees the development, implementation, administration, and maintenance of benefits programs, policies, and procedures. Ensures programs are chosen to be equitable, meet employee needs, comply with legal requirements, and to be cost effective. Being a Benefits Director establishes practices for evaluating existing benefits programs against peer organizations to determine competitiveness, trends and developments. Makes high-level decisions to modify existing benefits programs or institute new ones. Additionally, Benefits Director requires a bachelor's degree. May require Certified Employee Benefits Specialist (CEBS). Typically reports to top management. The Benefits Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Benefits Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. Benefits Specialist

  • Primary Purpose:
    Under general direction, the Benefits Specialist is responsible for the administration and management of all types of leaves for Stockton and Sacramento campus, ensuring compliance with State and Federal guidelines and university policies and processes. This includes short term disability (STD), long term disability (LTD), Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), California paid leave, Americans with Disabilities Act (ADA), military leaves, and all other types of leaves. The Benefits Specialist will also perform a variety of other human resource functions within the areas of benefits administration.

    Essential Functions:
    Provides guidance on leave plan, policy, requirements, eligibility, and job protection rights.
    Administers leave case management consistently and effectively:
    Provides timely and accurate information about requested/appropriate leave, leave approval or denial, and initiates required correspondence and notifications.
    Updates and maintains records of attendance, absences and other information related to employees leave. This includes preparation of timesheets and stop/start/reduce pay notification to payroll.
    Resolves or escalates leave compliance issues.
    Tracks and coordinates payments of benefit premiums during leave of absence.
    Communicates with employees and supervisors on return-to-work status.

    Processes and validates benefit enrollments into HRIS for timely transfer of data to benefit vendors.
    Reviews, prepares and processes benefit transactions including but not limited to health, flexible spending plans, retirement, tuition remission and legislative mandates and reporting requirements.
    Acts as backup for preparation of account reconciliation for benefit billings, benefit deductions, general ledger accounts. Researches and resolves problems and discrepancies.
    Acts as backup for maintaining logs such as journal entries, billings, OSHA, and others.
    Provides customer service to the front desk for all benefits related questions.
    Works with benefits related database, developing spreadsheets and ad hoc reports.
    Supports roll out of benefit initiatives, open enrollment, benefits special projects, and systems enhancements and implementations.
    Acts as backup for updating the benefit websites and other benefit documents and communications to reflect plan changes or any other changes.
    Works with different levels of the organization to build effective relationships and trust.
    Performs other duties as assigned or requested; including but not limited to, asbestos testing, physical scheduling, vivarium verifications, etc. University of the Pacific recognizes that diversity, equity, and inclusion is foundational to the success of our valued students and employees.     Minimum Qualifications:
    Bachelors Degree (Two (2) years of full time experience in the same/similar position is equal to one (1) year of completed post high school education coursework).
    Four (4) years of increasing complex administrative support experience.

    Preferred Qualifications:
    Six (6) months work experience administering leave of absence.

    Skills/Knowledge and Expertise:
    Knowledge of benefits administration and account reconciliation.
    Strong working knowledge of leave administration and laws i.e. STD, LTD, FMLA, CFRA and related job protections rights laws.
    Excellent customer service skills with strong compassion and empathy.
    Excellent verbal and written communication skills.
    Strong problem solving skills.
    Strong organizational skills and ability to multi-task to meet deadlines.
    Advanced skills in Microsoft Office Suite.
    Banner and Argos experience.
    Positive attitude, proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.
    Experience and sensitivity in working with people of diverse backgrounds and cultures.
    Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
    Ability to engage and integrate culturally responsive practices and knowledge in their work.

    Work Environment/Work Week/Travel
    Work is primarily performed in a standard office environment with use of computer and phone. Work performed during standard business hours. Additional time may be required to meet business needs and deadlines. Limited travel off site to meetings or conferences.

    Hiring Range: Commensurate with experience, non-exempt
