    The Benefits Analyst & Retirement Specialist is primarily responsible for providing day to day processing, ensuring timely and accurate processing of enrollments and dis-enrollments in PeopleSoft and CalPERS. Interpret and apply complex policies, and procedures and laws to ensure program compliance. Determine benefit eligibility per the collective bargaining unit agreements and CSU guidelines.

    Responsibilities include, but are not limited to:
    • Benefits Administration: Primarily responsible for providing day-to-day processing. Ensuring timely and accurate processing of enrollments and dis-enrollments in PeopleSoft and CalPERS. Interpret and apply complex policies, procedures and laws to ensure program compliance. Determine benefit eligibility per the collective bargaining unit agreements and CSU guidelines. Run reports and queries in PeopleSoft to perform audits for 26-year-olds, benefit deductions, new hires, terminations, timebase changes on weekly/monthly basis. Transmit documents to State Controller's Office (SC) by deadlines using CFC and PeopleSoft.
    • Affordable Care Act (ACA): Provide back up when needed to enter information in PIMS for ACA eligibility and notify employees of their eligibility.
    • Onboarding: Present monthly session for new hires in collaboration with Talent Acquisition. Maintain presentation and update as required to keep up with current changes.
    • State Controller's Office (SCO) Interface: Run bi-monthly reports for enrollments and cancellation of vision, life, and long-term disability. Evaluate and analyze data for correctness and modify reports before sending to SCO. Contact SCO with additional information or provide Misc. Form when needed.
    • DEV: CalPERS quarterly audit of selected employees requires data entry of codes for employee's dependents in PeopleSoft and PSR transmittal to CalPERS. Audits performed weekly/monthly of all received transactions to ensure they are processed before the due date. Correct system errors in PeopleSoft and through CalPERS as needed.
    • Spreadsheets: Tracking mechanism to maintain records when transaction for enrollments, audits, issues are received and resolved.
    • Court Ordered Enrollments: Upon receipt of Child Support Services (CSS) request, notify employees of mandatory enrollment, obtain birth certificate and SSN card and enroll dependent(s) accordingly. Complete DPSS and verification of benefits form and return to CSS to verify enrollment.
    • Retirement: Provide meetings to employees (and spouses) about retirement benefits. Offer guidance and assistance regarding the retirement process and options. Provide resources, information, and answer questions. Enroll retirees in appropriate retirement benefits through CalPERS and PeopleSoft. Co-host President's Annual Retirement Celebration and create speaking points and schedule.
    • Problem Solve: Resolve issues with CalPERS for PSR and other problems identified by employees and retirees on a daily basis. Research and provide resolution for identified issues with all CSU benefit plans. PeopleSoft- resolve technical errors or glitches within the system. Clean up data errors and collaborate with other departments as needed to correct data correction issues when discovered.
    • COBRA: Run weekly reports to identify separations/retirements, time base changes and new hires. Generate COBRA election forms and create enrollment forms when elections are received by employees. Answer questions regarding COBRA.
    • Other duties as assigned.




    Minimum Qualifications: Required Education and Experience
    • Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, PLUS four years of related experience.

    Required Qualifications
    • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
    • Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operation and fiscal management.
    • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised polices.
    • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
    • Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated conclusive skills in working with internal and external constituent groups.
    • Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.

    Preferred Qualifications
    • Ten years of human resources and benefits experience.
    • User knowledge of PeopleSoft, PIMS, CEC, and MyCalPERS helpful.
    • Ability to analyze and provide answers to complex questions or situations.
    • Excellent customer service skills and ability to communicate effectively in person, over the phone, and by email.
    • Able to present in person and virtually and create informational tools (PowerPoint, flyers, invitations, etc.).

    Compensation and Benefits:

    Anticipated Hiring Range: $$4,170 - $5,705 per month

    Classification Salary Range: $4,170 - $7,545 per month

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year.     Position Information:

    Work status: Full-time/Exempt/Probationary

    Schedule: Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

    Conditions of Employment

Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
