Behavioral Health Director oversees the study and treatment of patients with emotional, mental, or psychological disorders. POSITION SUMMARY:
This individual coordinates relative administration procedures with the Chief Administrative Officer, provides individual and family counseling, and will be an active member of an interdisciplinary team providing prevention, intervention, and mental health treatment services to the Indian and Non-Indian population within the service area of Tuolumne Me-Wuk Indian Health Center. The Behavioral Health Director will also supervise, coordinate, and evaluate the psycho social component of the program. Must be able to communicate well and be able to establish rapport with patients and their families. Team with other providers to ensure a coordinated approach to patient care. He/she must be sensitive to the needs of the Indian community: its cultures, traditions, behavior patterns and background. He/she must be familiar with the aims and objectives of the health center and express a genuine enthusiasm for its success. Must be able to be fully on site. This position is eligible for a sign on bonus and relocation assistance after Ninety (90) days of successful employment with TMWIHC.
PRIMARY RESPONSIBILITIES: (will include, but not be limited to)
1. Maintain, develop, implement and review existing behavioral health services for the Health Center. Plan, develop, implement, review, and propose new Behavioral Health policies and standards to Executive Director.
2. Coordinate and supervise Behavioral Health program staff, functions and duties.
3. Establish, review, maintain and approve all protocols, policies and standards used by Behavioral Health staff. Review to be done annually.
4. Keep Executive Director abreast of community activities and situations within the Behavioral Health Department.
5. Actively attend and participate in management and general staff meetings.
6. Maintain good rapport with Indian community and stay abreast of community needs.
7. Keep current with new techniques relating to all aspects of the behavioral health field and related areas of operation.
8. Conduct regular staff meetings with the Behavioral Health Department.
9. Ensure that all documentation by the program is completed in a timely manner.
10. Ensure departmental compliance with all federal, state, and local laws, regulations, and standards of behavioral health programming; Plans and implements quality assurance measures.
11. Supervise, direct, and evaluate in-service trainings and professional development activities of the Substance Abuse Counselor and other Behavioral Health providers, including the review of credentialing and delineating privileges provided within the Behavioral Health Department, thus assuring the quality of service being provided.
12. Develop and utilize individual risk criteria. Establish mental health and suicidal treatment protocols.
13. Establish a system for, and perform direct peer review meetings. The established system will include written procedures for peer review.
14. Evaluate Behavioral Health Department programs and initiates changes and improvements to assess maintenance of high quality, cost effective care. Participate in quality assurance/improvement committee meetings of the health center.
15. Evaluate Behavioral Health services provided by consultants and recommend changes and improvements when indicated.
16. Use DSM IV in classifying all clients in treatment. Use PCC forms on all clients being reported to Indian Health Services.
17. Provide an assessment and individual treatment plan for each client in treatment.
18. Conduct individual, family, and group therapy.
19. Refer clients to appropriate support and treatment agencies.
20. Attend appropriate in-service and Indian Health Service training/meetings.
21. Conduct bi-monthly case management conferences with multi-disciplinary team and quarterly with Medical and Outreach Programs.
22. Submit monthly reports to the Health Board.
23. Develop and conduct mental health consumer surveys at least one time per year.
24. Maintain client confidentiality pursuant to Personnel policies and procedures.
25. Grant writing in coordination with TMWIHC Departments to enhance service capabilities.
26. Monitor legislation, trends, and developments related to behavioral health programs and services; evaluate their impact on programs and operations and implement changes as necessary.
27. Be familiar with the aims and objectives of the Health Center and express a genuine enthusiasm for its success.
28. Adherence to protocols will be in accordance with HIPAA regulation requirements.
29. Other duties as assigned.
Masters or doctorate level degree from an accredited college or university. License required: LCSW or Clinical Psychologist. Current State of California license to practice in good standing.

3. Current CPR certificate.
4, Must have the ability to communicate effectively orally and in writing; and the ability to follow oral and written instructions. Must possess sufficient written and verbal communication skills to be able to interact with medical professionals, vendors, and agencies in a professional manner, developing rapport and enhancing business relationships.
5. Must have the ability to work in an independent and self-directed manner and assume individual initiative. Must be willing and have the ability to accept supervision and to follow directions.
6. Experience with and the ability to operate Microsoft Office software is required. Experience working with the RPMS computer system is preferred. Must possess skill in using computers and other office equipment; in composing correspondence; managing filing systems; gathering and summarizing information; and in planning, organizing, prioritizing, and executing complicated and continuing assignments. Must have the ability to correctly entre narratives and medical information into RPMS and the electronic health records system.
7. Must have the ability to maintain confidentiality and handle sensitive matters with discretion and tact. Must have a general knowledge of and the ability to maintain HIPAA privacy requirements. Must sign confidentiality statement.
8. Must have the ability to work in a fast-paced and sometimes stressful environment.
9. Maintain a professional appearance and attitude.
10. Ability to pass a comprehensive background investigation.
11. Must have a current, valid California drivers license; a personal automobile; and personal auto insurance with $100,000/$300,000 bodily injury and $100,000 property limits, or a combined $300,000 single limit. Must have a clean driving record. Must be insurable and eligible for coverage under TMWIHC policies.
12. Must have a home or personal telephone.
13. Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
14. Knowledge of grant writing; able to identify sources, prepare, and administer.
15. Knowledge of principles and practices of budget preparation and administration.
