    The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of three Divisions - the San Francisco Health Network, Population Health, and Behavioral Health Services. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

    Role description

    Under the general supervision of the Director of Staffing, the Human Resources (HR) Operations Manager (0931 Manager III) will manage and oversee one of three Operations Units (San Francisco General Hospital, Laguna Honda Hospital, and Central Administration) within the HR Division of the Department of Public Health (DPH). The position supervises staff providing essential operational services to DPH employees, directs core functions related to hiring and the employee life-cycle, facilitates and mediates the resolution of workforce issues, and performs related duties as required. The position will contribute to planning and development of strategic goals and priorities, operational and qualitative objectives, and policies and procedures that are aligned with the values, mission and strategic plan of DPH. The position will lead special projects as assigned and serves as a primary resource or expert for their assigned areas, many of which require management of sensitive communication with entities such as the City-wide Department of Human Resources, the Civil Service Commission, and other City departments, commissions, and boards on human resources related matters, as well as compliance with staffing regulations specific to a healthcare environment.

    ESSENTIAL DUTIES:
    The HR Operations Manager (0931 Manager III) performs the following essential functions:

    Advise departmental managers and employees on Civil Service rules and provisions, Memoranda of Understanding, and human resources policies and related matters.

    Analyze complex data and preparing reports in the assessment of hiring activities, budgets, time to hire, and other important HR operations metrics.

    Develop and coordinate employee training programs for HR operations procedures.

    Maintain positive working relationships with departmental managers and supervisors and staff members from other City department.

    Build client-department relationships and confidence in human resources services; collaborate with department management to meet business needs.

    Coordinate with supervisory personnel in the assignment, reassignment, replacement, and transfer of personnel and supervise the preparation of personnel documents and maintenance of personnel records.

    Design and manage HR processes that span the employee life cycle.

    Oversee continuous process improvement activities with an emphasis on collaborating with other divisions, hiring efficiency, and equity.

    Performance manage staff at various levels to maximize employee engagement, performance, and service delivery.

    Serve as one of the Racial Equity leaders for the Department and work on racial equity action plan and initiatives.

    Other duties as assigned or required.

    How to qualify

    Education: Possession of a bachelor’s degree; AND

    Experience: Five (5) years of verifiable professional human resources experience performing duties that include significant assignments in the areas of staffing, personnel administration, and the management of human resources functions, to include consulting, advising and informing managers within an organization and those who supervise human resources functions, interpreting and enforcing personnel rules, regulations, and policies, and presenting organizational or human resources-related issues to department, agency, or company managers and executives.
    Three (3) years of this experience must include supervision of human resources professionals and two (2) years of the required five must have been in a human resources organization performing duties at a level equivalent to those performed by a Class 1244 Senior Human Resources Analyst in the City and County of San Francisco.
    Substitution: Additional experience, as described above, may be substituted for the required degree on a year-for-year basis up to 2 years. Thirty (30) semester or forty-five (45) quarter units equal one year.
    One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

    Selection Procedures
    1. Management Test Battery - Weight: 50%
    Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
    2. Multiple-Choice, Technical Knowledge Exam (Generalist/Operations) - Weight: 50%
    Candidates deemed eligible and admitted to the selection process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas. These include but are not limited to: principles, concepts, procedures and/or practices related to job classification, job specifications, minimum qualifications, job analysis, recruitment, test construction and administration, discipline, grievances, investigations, employee performance evaluations, preemployment, probationary periods, employee leave, harassment, and EEO and ADA laws, as well as analysis, quantitative ability, basic computer use (e.g., Outlook, WORD, Excel, PowerPoint) and the ability to interpret data in tables, graphs and charts. This is a standardized exam and, therefore, test questions and test answers are not available for public inspection or review.
    Score Banking: Scores attained on the Management Test Battery (MTB) and the multiple-choice, technical knowledge exam components are “banked” for three years, starting from the date of the examination, and are applicable to the MTB and both the 1246 and 0931 Human Resources’ positions where “HR Generalist/Operations” is the job’s emphasis. This means that, should you apply during this three-year time period for other classes requiring the MTB or a 1246 and/or 0931 HR job opportunity for which “HR Generalist/Operations” is the position’s primary focus, you will not be required to re-take the test components. If the selection process for other classes requiring the MTB or a future 1246 or 0931 HR job announcement is held within one year of the date of this examination and it includes these test components, your score on the test components automatically will be applied to that announcement. [Please note that separate passing points for this test component will be applied with respect to the 1246 and 0931 selection processes (i.e., a higher passing point is applied with respect to 0931 HR recruitments). However, after one year, you have the option to either (a) apply your test scores to the other announcement or (b) re-take the test components. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another 1246 or 0931 or other class using the MTB job announcement for which this test component is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.]
    A passing score on the MTB and Multiple-Choice, Technical Knowledge Exam (Generalist/Operations) must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
    Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
