    Aviation Safety Inspector (ASI) (Manufacturing) FG-1825-13

    Position Summary:  
    • Serves as a Principal Inspector and performs certificate management and continued operational safety duties at aerospace organizations. 
    • The ASI determines conformity of prototype products utilizing the manufacturer's quality procedures, experience, inspection personnel, equipment and facilities. In addition, the ASI evaluates the adequacy of processes and procedures to determine if the aeronautical product/article is reproducible after certification. 
    • The ASI is involved in the planning and implementation of a full range of Type, Production, and Airworthiness Certification programs at aerospace organizations. 

    Major Duties and Responsibilities:    
    • ASI verifies assigned aerospace organizations comply with Title 14 Code of Federal Regulations (14CFR) with respect to production, original airworthiness, and certification programs. Determines certificate management actions for audit of assigned aerospace organizations. Establishes certificate management actions in terms of kind and areas of audit, location, and frequency that will be most productive to assure adherence to the aerospace organization's quality system. 
    • Assures on a continuing basis that the quality systems, organization, production facilities, and aeronautical products of assigned aerospace organizations are in compliance with FAA approvals and Title 14 CFRs. 
    • Conducts audits in accordance with FAA Orders 8120.22 Production Approval Procedures, 8120.23 Certificate Management of Production Approval Holders, and other established policies. 
    • Serves as a manufacturing expert in the investigation of violations, accidents, incidents and malfunction/defects that may be attributable to items manufactured in assigned organizations. 
    • The ASI coaches/mentors and reviews the work of lower grade inspectors, and performs other duties as assigned. 

    Aviation Safety Inspector (ASI) (Manufacturing) FG-1825-12 
     
    ASI applies risk management techniques in planning and decision making regarding the appropriate level of FAA involvement in oversight and management of organizational delegations and/or individual designees; certification projects (production, airworthiness, and type) and continued operational safety decisions. Incumbent applies systems thinking principles to the above responsibilities in order to achieve comprehensive solutions. Uses a systems-based approach to oversight of large/complex delegated organizations as well as smaller delegated entities and determines how to most efficiently and effectively oversee these entities based upon risk to operation within the aviation system. 
     
    Aviation Safety Inspector (ASI) – Manufacturing FG-1825-11 
     
    I. Position Summary: 
     
    This is a developmental Aviation Safety Inspector (ASI) position leading to the full performance level of a journeyman ASI. The ASI participates in developmental training and activities, such as shadow opportunities, to gain a broader understanding of the Federal Aviation Administration (FAA) and its regulations, orders, and policies; importance of interactions among stakeholders; and the role of the ASI in supporting the FAA mission.  
     
    The position is designed to prepare the incumbent for progressively more difficult and complex work assignments with increased independence, confidence, and authority. Full Promotion Potential to the FG-1825-13 level: Identification of promotion in the Job Analysis Tool or vacancy announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting all training and qualification requirements, and recommendation by the supervisor based on the determination of need for higher graded work in the office. 
     
    II. Major Duties and Responsibilities: 

    • The ASI assists in the planning and implementation of a full range of manufacturing inspection, continued operational safety, certificate management activities, safety management system activities, and designee and/or delegation oversight, as well as provides input on regulatory development and type and production certification projects. The ASI makes technical decisions, performs work activities, and initiates corrective action as dictated by the applicable circumstances with moderate guidance provided by the Manager, Senior Aviation Safety Inspector (SASI), or other journeyman ASIs.  

    • Under the guidance of a more experienced ASI, the ASI may review proposals for new or revised manufacturing processes and specifications and discuss approval with the principal ASI to determine compliance to applicable FAA policy and guidance.  The ASI notifies the Manager and/or SASI when information becomes available which identifies malfunctions and defects of products and/or articles in production and in service. The ASI assists in ensuring all such reports are appropriately investigated to determine cause and are reported as required by FAA policy and guidance.  The ASI participates in the investigation of violations, accidents, and incidents that may be attributable to manufacturing defects.  

    • The ASI conducts research of the appropriate FAA policies and regulations and other governing documentation when providing responses to internal and external stakeholders regarding certification or continued operational safety issues. This may include the review of airworthiness applications and packages from applicants seeking standard or special airworthiness certification.  The ASI conducts the review of an applicant’s package for accuracy and completeness noting any anomalies and provides guidance to the applicant.  If applicable, the ASI may assist in the development of the required operating limitations.     

    • With moderate guidance provided by the Manager, SASI, or other journeyman ASIs, the ASI conducts the evaluation of an applicant's quality control data and quality management system to determine compliance to relevant FAA regulations applicable to Production Certificates (PC), Parts Manufacturer Approvals (PMA), and Technical Standard Order Authorizations (TSOA), in the office and onsite using evaluation/auditing techniques.  This includes the initial evaluation of an applicant's request for an FAA production approval to ensure accuracy and completeness, as well as planning the required preliminary Certificate Management Section evaluation.  Under the direction of the Manager or SASI, the ASI processes applicable FAA production approval correspondence and documentation along with completion of any post evaluation documentation in the FAA’s Aircraft Certification Audit Information System (ACAIS).  

    • With moderate guidance provided by the Manager, SASI, or other journeyman ASIs, the ASI determines if quality management systems implemented at aerospace organizations are adequate.  The ASI conducts or assists in conducting certificate management functions and evaluates performance of certificate management functions as assigned by the Manager or SASI for oversight of production approval holders.  Certificate management functions may include conducting or assisting with the completion of supplier control and product audits, assisting with verification of corrective actions, and review of quality system procedures. The ASI completes the required reports and records necessary to document completion of assigned tasks and duties. The ASI ensures all post certificate management documentation is properly entered in the required databases or programs and is maintained in accordance with applicable FAA guidance, policy, and directives.
