    This position is headquartered at the Department of Administration State Office Building, Madison, WI.

    Position Summary


    Under the direction of an Attorney Supervisor, this Attorney will provide legal counsel and services to the Department, attached boards, commissions and councils, cabinet agencies in the executive branch and independent agencies. In particular, this attorney will act as staff counsel to several of the Department’s divisions involved in the administration of federal and state-funded grant programs.

    Duties include:
    • All aspects of grant agreement and contract management, including development, review, drafting, negotiation, administration, compliance monitoring, and enforcement.
    • Conducting legal research and providing counsel on departmental authority, program practices, interpretation of state statutes and administrative code provisions, and regulations governing federal funding.
    In addition, as directed, this attorney will be expected to conduct research and provide legal counsel and services regarding certain general state government operations, including but not limited to public records compliance, procurement, ethics, draft legislation, the executive budget, and administrative rules.

    Salary Information


    This classification is assigned to pay schedule/range 09-75. Starting salary will be between $44.00 per hour and $55.26 per hour ($91,520.00 and $114,940.80 annually) depending on qualifications, plus excellent benefits. A 12-month probation may be required.


    Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

    Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

    Certain positions may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This position requires a minimum level of in-office time at the position’s headquarters location. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

    Qualifications


    A minimally qualified candidate will have graduated from an accredited law school. In addition, the individual must also be licensed to practice law in the State of Wisconsin upon hire.


    Minimally qualified applicants will also have
    education or training in each of the following:

    • Researching, analyzing, and interpreting law.
    • Providing legal advice, counsel, and recommendations.
    • Providing legal representation (e.g., conducting litigation or hearings, negotiating, etc.).
    • Preparing legal documents or memorandums (e.g., pleadings, briefs and allied court papers, legal opinions, administrative rules, orders, etc.).

    In addition, well qualified applicants will also have experience in at least one of the following:

    • Providing legal representation regarding public records law, open meetings law, ethics law, and administrative law matters.
    • Grant agreement and contract management, including development, review, drafting, negotiation, administration, compliance monitoring, enforcement and regulations governing state and federal funding, and developing litigation strategies.
