Associate Human Resources Director directs the human resources staff that implement and manage policies and programs that reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Being an Associate Human Resources Director oversees processes and programs that support employees and company operations, including staffing, compensation, benefits, training, employee relations, safety, and compliance. Administers an HRIS or other system to facilitate processes, provide data, and report on HR activity. Additionally, Associate Human Resources Director requires a bachelor's degree. Typically reports to a head of a unit/department. The Associate Human Resources Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Associate Human Resources Director typically requires 3+ years of managerial experience.   • Duties

    Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

    Advise ODNI senior leadership on the development, implementation, and management of complex HR programs, and ensure that the programs are aligned with and directly support the organization's strategic mission objectives.

    Lead a team of professional HR staff in the development and management of complex human resources projects and programs internal to ODNI, including HR Operations, Benefits & Services, Performance Management, Career Development, and Recruiting.

    Directly manage the day-to-day operations of the office and set the goals and objectives for each subordinate element to meet mission requirements.

    Guide staff in planning, developing, and presenting expert, authoritative written and verbal briefings to senior-level customers on significant and complex HR issues; explain HR programs to non-expert customers and tailor programs, methods, and products to ensure alignment with customer needs.

    Capture and assess human capital data to inform strategic decision-making at the ODNI and component levels.

    Oversee the development and implementation of tools and technology needed to achieve HR mission objectives and deliver services to the ODNI enterprise.

    Develop strategic and tactical plans to support HR program initiatives.

    Build strong relationships with key partners with whom the office can work to address current and emerging mission needs and improve mission delivery.

    Encourage and enhance DEIA in all phases of HR processes and services.

    • Must be a U.S. Citizen residing in the United States
    • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
    • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Previous experience leading and managing in an HR organization.

    Mastery of advanced HR management principles, concepts, regulations, and practices.

    Expert consultative skills sufficient to conceive, plan, and manage HR functions for critical large-scale agency programs.

    Superior ability to successfully negotiate solutions at all levels.

    Excellent organizational and interpersonal problem-solving skills.

    Expert program management, analytic, and critical thinking skills, including a superior ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of HR programs.

    Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that meets the needs of audiences with different perspectives and objectives.

    Expert understanding of the factors that inhibit recruiting, retaining, and advancing a diverse workforce and the policies, processes, and procedures that can be used to overcome bias and other barriers that inhibit the achievement of these goals.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
