Associate Human Resources Director directs the human resources staff that implement and manage policies and programs that reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Being an Associate Human Resources Director oversees processes and programs that support employees and company operations, including staffing, compensation, benefits, training, employee relations, safety, and compliance. Administers an HRIS or other system to facilitate processes, provide data, and report on HR activity. Additionally, Associate Human Resources Director requires a bachelor's degree. Typically reports to a head of a unit/department. The Associate Human Resources Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Associate Human Resources Director typically requires 3+ years of managerial experience.     ABOUT CHIEF LESCHI SCHOOLS:  Formerly known as the Puyallup Tribal School, Chief Leschi Schools was founded in 1976 to address the high dropout rate of the youth of the Puyallup tribe. It is the largest of seven tribal schools in the state of Washington and one of approximately 200 tribal schools in the United States. It is also one of the largest tribal schools to be funded by the Bureau of Indian Education.

     

    SUMMARY:  The Director of Human Resources provides leadership for the overall operations of the Human Resources Department in accordance with state, federal, tribal law and Chief Leschi Schools policies. The Director of Human Resources solves problems, mediates disputes, and deals with issues before they are brought to the superintendent, serving as the advisor regarding personnel.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

    LEADERSHIP:

    • Works closely with CLS Administration and Finance to develop a positive and collaborative relationship with the Board of Directors and CLS School Board focused on improving the education experience for students and employees of Chief Leschi School
    • Implements principles and practices of leadership and management, as well as the latest research and best practices in the area of human resources
    • Applies federal and state legislation and regulations, as well as recent case law, to human resource programs, employment, and employee relations
    • Facilitates and promotes collaborative decision-making and consensus among groups of individuals with diverse interests and values; provides guidance and direction to staff; facilitates conflict resolution; and inspires and supports staff in carrying out school and department goals
    • Participates as a member or facilitator in meetings, workshops and seminars that frequently involve a range of issues such as financial processes, goals attainment, problem resolution, and human resources and staffing, for the purpose of conveying and/or gathering information required to perform functions
    • Recommends solutions to a wide variety of complex issues for the purpose of addressing the business, financial and operational needs of the Schools
    • Provides leadership and training in developing staff evaluation procedures 

    HUMAN RESOURCES MANAGEMENT:

    • Serves as the advisor to the superintendent on all matters associated with employees
    • Creates a customer service environment leading to high levels of responsiveness and customer satisfaction.
    • Provides leadership and direction to Schools personnel; keeps current on latest human resources practices and innovations; regularly evaluates human resources practices and procedures; and recommends needed modifications and improvements to the superintendent.
    • Responsible for the day-to-day operations of the Human Resources Department, to include oversight of employee services, personnel management systems, human resource information systems (HRIS), position classification and descriptions, compensation and benefits, employee absence reporting and substitute systems, workers’ compensation, unemployment, application/interview and selection process, background and drug screenings, new hire orientation, ACA, Federal and State compliance for certified staff, unemployment claims and labor/employee relations
    • Evaluates all members of the human resources staff
    • Implements and administers Board of Directors and CLS School Board policies pertaining to Schools personnel
    • Provides direct oversight of process to recruit, interview and make recommendations for employment of personnel to the Superintendent; prepares lists of employees for official approval of hiring; participates in all placements; and administers the employment policies and procedures as it pertains to personnel practices
    • Works with administrators/supervisors on employee relations issues to include investigations of alleged misconduct and timely grievance processing, including the preparation and finalization of Schools evidence and responses
    • Presents in-service training related to employee relations, including issues of proper investigation/discipline, ADA, and employee leave
    • Oversees the coordination and management of position functions and budget alignment as it pertains to allocated staffing
    • Completes employer required training for the purpose of maintaining current knowledge regarding specific job and/or district, state and federal rules, regulations, policies and procedures, and laws
    • Provides a visible presence in buildings and the community
    • Administers staffing allocations to schools based on enrollment, program and other staffing formulas
    • Administers personnel policies and procedures, salary placement, salary administration and related personnel functions
    • Prepares required Schools, county, state and federal reports relative to Schools personnel
    • Serves on the Schools budget committee
    • Develops annual objectives in compliance with CLS School Board and Board of Directors policy and administrative procedures
    • Is responsible for the records of certificated and classified employees, including vacation schedules, leaves, and personnel folders
    • Supports the Superintendent, Board of Directors, CLS School Board and department administrators in developing and implementing services and programs and achieving operational goals
    • Provides advice and counsel to administrators, staff, applicants and the public concerning the Schools personnel policies and procedures, staff evaluations, and disciplinary actions
    • Develops annual projection reports and provides budgeting assistance to staff (e.g. enrollment, staffing, budget, and human resources alignment) to prepare and finalize the Schools budget and related fiscal reports, as well as to plan for long-term needs in accordance with the Schools operational goals
    • Participates in the administration of the Schools’ Staff Development Program.
    • Other duties as assigned.

    MINIMUM QUALIFICATIONS

    EDUCATION AND EXPERIENCE:

    MA degree in educational/business/public administration or a Human Resource or a related field; BA and additional experience may be considered in lieu of MA degree; and

    Minimum of five years successful experience in school district, college, university or other public agency setting; and

    Minimum of five years of supervisory and leadership experience involving all functional areas of HR.

    Experience/knowledge of Bureau of Indian Education employment adjudication.

    Proficiency with intermediate skill level in HRIS and business office software, databases and various school software

     

    PREFERRED QUALIFICATIONS

    WA State Administrative Credential preferred.

    HR Credential of SPHR, SHRM-SCP, IMPA-CP or SHRP preferred.

     

    Must Demonstrate Ability To:

    Have an understanding and experience with federal, state and tribal compliance regulations and policies

    Five years of progressive experience in training and development of adult learners

    Experience with educational certifications and educational transcript evaluations

    Experience and skill in negotiation, employee benefit programs, and current best practices

    A demonstrated commitment to equal employment

    A demonstrated record of attracting and retaining employees who represent a diverse community

    Skill at conflict and problem resolution – Mediation Training highly desired

    Skill in supervising, leading, motivating and evaluating staff

    Outstanding communication, presentation, and facilitation skills

     

    CONDITION OF EMPLOYMENT:

    Ability to maintain a successful criminal background clearance

    Successful and/or clear drug screening

    Must have and maintain a valid state driver’s license and comply with policy related to school vehicles
